9G. APPLICATION FOR FUNDS FOR THE ENVIRONMENTAL CLEANUP, TIER 1 GRANT\nPROGRAM AND APPROPRIATION OF FUNDS\nThe Orange County Transportation Authority (OCTA) has issued a call for projects for the\nEnvironmental Cleanup Program (ECP), Tier 1 Grant. The City is requesting\napproximately $20,240 in funds from OCTA to purchase and replace the grate at the\nstorm channel on Western Avenue at 10660 Western Avenue to keep trash from reaching\nlocal waterways and mitigate flooding on Western Avenue. If the grant is awarded, the\nCity is required to provide a 20% match of $5,060, for a total project cost of $25,300. Staff\nis recommending the City Council authorize staff to appropriate $5,060 from the City’s\nCapital Projects Fund (#305) if the grant is awarded.\nRECOMMENDED ACTION:\n1. City Council declare that the project is categorically exempt from the California\nEnvironmental Quality Act (“CEQA”) under Section 15301(c) – Existing highways and\nstreets, sidewalks, gutters, bicycle, and pedestrian trails, and similar facilities; and\n2. Adopt Resolution No. 2024-23 authorizing the application of funds for the\nEnvironmental Cleanup, Tier 1 Grant Program, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON\nAUTHORIZING AN APPLICATION FOR FUNDS FOR THE\nENVIRONMENTAL CLEANUP, TIER 1 GRANT PROGRAM UNDER\nORANGE COUNTY LOCAL TRANSPORTATION ORDINANCE NO. 3\nFOR THE ENVIRONMENTAL CLEANUP PROGRAM PROJECT”; and\n3. Authorize the Public Works Director to sign the 2024 Tier 1 Call for Projects\nApplication for Funding; and\n4. Authorize staff to appropriate $5,060 from the available fund balance in the Capital\nProjects Fund (#305) to fund the required 20% matching requirement if the grant is\nawarded.
