Expenditure: None.\nRecommendation of the Community Development Director that City Council:\n1) Conduct Public Hearing regarding establishing a Shopping Cart Retrieval and\nContainment by Owners Ordinance and consider any testimony received during the\nhearing; and\n2) Adopt a California Environmental Quality Act (CEQA) exemption per guidelines\n§15378 and §15061 (b)(3); and\n3) Adopt an ORDINANCE amending the Torrance Municipal Code by adding Chapter 18\nentitled "Shopping Cart Retrieval And Containment By Owners" to Division 4 of the\nTorrance Municipal Code; and\n4) Approve an Ordinance Summary for publication.
