f. RESOLUTIONS APPROVING MEMORANDA OF UNDERSTANDING WITH\nTHE SIGNAL HILL POLICE OFFICERS ASSOCIATION AND THE SIGNAL\nHILL EMPLOYEES’ ASSOCIATION; ESTABLISHING SALARY AND BENEFITS\nFOR MANAGEMENT PERSONNEL; ADOPTING A CITY-WIDE PAY\nSCHEDULE; AMENDING SALARY RANGES FOR HOURLY, PART-TIME\nEMPLOYEES; AND AMENDING THE CLASSIFICATION AND\nCOMPENSATION PLAN\nSummary:\nThe City’s labor negotiators and representatives from the Signal Hill Employees’\nAssociation (SHEA), and the Police Officers Association (POA), completed labor\nnegotiations and reached tentative agreements for successor Memoranda of\nUnderstanding (MOU) on May 8, 2024. Staff prepared resolutions approving the\nrespective 2024-27 MOUs for City Council consideration.\nThe City Council will also consider approving and adopting a Management\nResolution establishing salaries and benefits for the Department Heads and\nManagement employees. These groups are unrepresented and, historically,\nsalary increases and benefits for management personnel are tied to the SHEA\nMOU. Therefore, the Management Resolution aligns certain benefits and\nprovisions included in the recently negotiated SHEA MOU.\nschedule as required by the California Public Employees’ Retirement System\n(CalPERS) reflecting the implementation of the 2024-27 POA MOU, the 2024-27\nSHEA MOU, and the Management Resolution. The City Council will also\nconsider approving a resolution amending salary ranges for hourly part-time\nemployees for consistency with the new SHEA MOU. Lastly, the City Council will\nalso consider approving and adopting new class specifications for the newly\ncreated positions of Assistant City Clerk and Police Corporal.\nThe Management Resolution and city-wide pay schedule must be approved and\nadopted by the City Council in advance of the adjustments taking place.\nPursuant to City Council approval of the proposed class specifications, staff\nwould proceed with the necessary action to recruit for the new positions.\nStrategic Plan Goals:\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 5 High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendations:\nAdopt the following resolutions, entitled:\n1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL\nHILL, CALIFORNIA, APPROVING A MEMORANDUM OF\nUNDERSTANDING PURSUANT TO THE CALIFORNIA\nMEYERS-MILIAS-BROWN ACT BY AND BETWEEN THE CITY OF\nSIGNAL HILL AND THE SIGNAL HILL EMPLOYEES’ ASSOCIATION\n3. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL\nHILL, CALIFORNIA, AMENDING RESOLUTION NO. 2023-06-6747,\nAPPROVING AND ADOPTING SALARIES AND BENEFITS FOR\nMANAGEMENT PERSONNEL\n4. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, AMENDING SALARY RANGES FOR HOURLY, PART-TIME\nEMPLOYEES PREVIOUSLY ADOPTED BY RESOLUTION NO. 2023-12-\n6774 FOR CONSISTENCY WITH THE SIGNAL HILL EMPLOYEES’\nASSOCIATION MEMORANDUM OF UNDERSTANDING, AND REPEALING\nALL PRIOR RESOLUTIONS\n6. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, AMENDING THE CLASSIFICATION AND COMPENSATION\nPLAN TO INCLUDE THE ASSISTANT CITY CLERK, CODE\nENFORCEMENT OFFICER, DEPUTY DIRECTOR OF PARKS,\nRECREATION, AND LIBRARY SERVICES, POLICE CORPORAL AND\nTITLE CHANGE FOR THE COMMUNITY SERVICES DIRECTOR
