RESOLUTIONS ADOPTING INVESTMENT POLICIES AND INTRODUCING A\nNEW INVESTMENT OPTION UNDER THE JOINT POWERS AUTHORITY\nLOCAL GOVERNMENT INVESTMENT POOLS\nSummary:\nThe City’s Investment Policy provides guidelines for the prudent investment of\nthe City’s available resources and outlines policies for maximizing the efficiency\nof the City’s cash management process. The Investment Policy serves to\nenhance the City’s economic status while protecting its pooled cash. In\naccordance with California Government Code Section 53646(a), an annual\nrendering of the City’s Investment Policy shall be presented to the City Council\nfor consideration. Staff does not propose changes to the Investment Policy at\nthis time. RESOLUTIONS APPROVING THE ENGINEER’S REPORT AND DECLARING\nINTENTION TO LEVY AND COLLECT ASSESSMENTS FOR LANDSCAPE\nAND LIGHTING MAINTENANCE DISTRICT NO. 1 (LLMD) FOR FISCAL YEAR\n(FY) 2024-25\nSummary:\nThe Landscape and Lighting Maintenance District (LLMD) was formed in 1992\nto pay for the maintenance of common landscaped areas within the California\nCrown Tract. The California Crown Tract boundaries are located south of East\nHill Street, north of East 19th Street, west of Temple Avenue, and east of North\nOrizaba Way. Annually, the City Council must initiate proceedings to renew the\nlevy and collection of special assessments for the LLMD. The proposed\nresolution declares the City Council's intention to levy and collect the proposed\nassessments, approve the Engineer's Report, and set the Public Hearing for\nJuly 23, 2024. The total proposed assessment for all California Crown Tract lots\nfor FY 2024-25 is $102,465.58. The proposed annual assessment for basic lots\nis $1,035.87, representing a ten percent increase of $94.17. The proposed\nannual assessment for landscape easement lots is $1,391.15, representing a\nten percent increase of $126.47. Property owners approved the proposed\nassessments within the LLMD through the last Proposition 218 (Proposition 218)\nhearing that occurred on June 14, 2022.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nRecommendations:\n1. RESOLUTION APPROVING THE 2023 MILITARY EQUIPMENT ANNUAL\nREPORT AND RENEWING ORDINANCE NO 2022-06-1535\nSummary:\nOn September 30, 2021, Governor Newsom signed into law Assembly Bill (AB)\n481, which went into effect on January 1, 2022, and added the California\nGovernment Code Sections 7070 through 7075 relating to the funding,\nacquisition, and status and inventory of military equipment by local law\nenforcement agencies. The bill required law enforcement agencies seeking to\nfund or acquire new military equipment or continue use of any military equipment\nacquired prior to January 1, 2022, to draft a military equipment use policy and\nobtain approval from its governing body via adoption of an ordinance. AB 481\nalso requires law enforcement agencies to present an annual report to their\ngoverning body on the status and inventory of the equipment. CONTRACT SERVICES AGREEMENT WITH IMPERIAL COUNTY OFFICE OF\nEDUCATION, FOR EDUCATION NETWORK INITIATIVES OF CALIFORNIA\nHIGH-SPEED BROADBAND INTERNET AT THE SIGNAL HILL PUBLIC\nLIBRARY\nSummary:\nThe California Research and Education Network (CalRen) was introduced in the\n1980s as a powerful high-speed broadband fiber optic internet service for more\nthan 20 million users in California, including students, educators, and\nresearchers. In 1997, the non-profit Corporation for Education Network\nInitiatives of California (CENIC) was founded to provide cost-effective\nconnectivity to CalRen for universities and colleges. CENIC now includes\nresearch institutions, public schools, and libraries, managing an extensive fiber\nnetwork to support innovation and economic growth.\nThe Signal Hill Public Library connected to CENIC in 2019, joining 129 public\nlibrary jurisdictions using or planning to use this service. In 2023, the City\nentered a contract with Columbia Telecommunication Corporation (CTC) for\nCENIC internet. However, in December 2023, the California State Library\nreplaced CTC with Imperial County Office of Education (ICOE) as the Statewide\nBroadband Access Aggregator. The City Council recently approved an\namendment to continue services with ICOE through June 30, 2024.\nThe City Council will now consider entering into a new Contract Services\nAgreement with ICOE, for CENIC high-speed broadband internet at the Signal\nHill Public Library.\nStrategic Plan Goal(s):\nGoal No. 4: Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nGoal No. 5: High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendation:\nAuthorize the City Manager to enter into a five-year agreement with Imperial\nCounty Office of Education (ICOE), for Corporation for Education Network\nInitiatives of California (CENIC) at the library, for a not-to-exceed amount of\n$50,000 per year for the initial five-year term.

RESOLUTION APPROVING A LIST OF PROJECTS FUNDED BY SENATE\nBILL 1 (SB 1) - THE ROAD REPAIR AND ACCOUNTABILITY ACT FOR\nFISCAL YEAR (FY 2024-25)\nSummary:\nThe Road Repair and Accountability Act of 2017 (SB1) is a landmark\ntransportation investment to rebuild California by fixing roads, freeways, and\nbridges in communities throughout California. SB 1 funds transportation\nprojects through excise and sales taxes on gasoline and diesel fuel, and vehicle\nregistration taxes. Since November 1, 2017, the State Controller has deposited\nthese funds into the Road Maintenance and Rehabilitation Account (RMRA).\nThe RMRA funds are distributed annually to cities and counties based on\npopulation for road maintenance, rehabilitation, and safety projects. For FY\n2024-25, the City is estimated to receive $304,656 from RMRA.\nSB1 emphasizes accountability and transparency, requiring cities to report\nperformance goals and proposed projects to the California Transportation\nCommission to qualify for future funding. The program allows cities to roll over\nunused funds for future street rehabilitation and maintenance projects. The\nCity's proposed and past projects funded by SB1 are listed according to these\nguidelines. RESOLUTIONS APPROVING MEMORANDA OF UNDERSTANDING WITH\nTHE SIGNAL HILL POLICE OFFICERS ASSOCIATION AND THE SIGNAL\nHILL EMPLOYEES’ ASSOCIATION; ESTABLISHING SALARY AND BENEFITS\nFOR MANAGEMENT PERSONNEL; ADOPTING A CITY-WIDE PAY\nSCHEDULE; AMENDING SALARY RANGES FOR HOURLY, PART-TIME\nEMPLOYEES; AND AMENDING THE CLASSIFICATION AND\nCOMPENSATION PLAN\nSummary:\nThe City’s labor negotiators and representatives from the Signal Hill Employees’\nAssociation (SHEA), and the Police Officers Association (POA), completed labor\nnegotiations and reached tentative agreements for successor Memoranda of\nUnderstanding (MOU) on May 8, 2024. Staff prepared resolutions approving the\nrespective 2024-27 MOUs for City Council consideration.\nThe City Council will also consider approving and adopting a Management\nResolution establishing salaries and benefits for the Department Heads and\nManagement employees. These groups are unrepresented and, historically,\nsalary increases and benefits for management personnel are tied to the SHEA\nMOU. Therefore, the Management Resolution aligns certain benefits and\nprovisions included in the recently negotiated SHEA MOU.\nschedule as required by the California Public Employees’ Retirement System\n(CalPERS) reflecting the implementation of the 2024-27 POA MOU, the 2024-27\nSHEA MOU, and the Management Resolution. The City Council will also\nconsider approving a resolution amending salary ranges for hourly part-time\nemployees for consistency with the new SHEA MOU. PROPOSITION A LOS ANGELES COUNTY METROPOLITAN AUTHORITY\nTRANSPORTATION FUNDING APPROPRIATION\nSummary:\nThe City receives Proposition A (Prop A) revenues each year to be utilized for\ntransportation-related programs. Proposition A is a voter-approved half-cent\nsales tax in Los Angeles County, generating revenue to cover transit service\ncosts. The City is estimated to receive approximately $321,516 in FY 2024-25;\nhowever, the entire allocation has a three-year life span, and does not need to\nbe expended within the first fiscal year. These funds are restricted to\ntransportation-related uses, such as providing subsidized transit services for\nSignal Hill residents, seniors, and individuals with disabilities. A written request\nfor funding approval must be submitted to the Los Angeles County Metropolitan\nTransportation Authority (LACMTA) for all new and ongoing projects. The\nremaining unexpended allocation will be budgeted and spent within the\nthree-year cycle. The City Council will consider authorizing the planned\nexpenditures of Prop A funds and proposed Contract Service Agreements with\nthe Long Beach Public Transportation Company (Long Beach Transit) to provide\nDial-A-Lift and Fixed Route Bus services, and Associated Services Cooperative\nto provide Dial-A-Taxi services for FY 2024-25.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 5 High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendations:\n1. Authorize the City Manager to submit a request to LACMTA for FY 2024-\n25 Prop A Transportation Programs based upon the estimated funding\nallocation of $321,516.\n2. Authorize the City Manager to execute a Contract Services Agreement\nbetween the City, Global Paratransit, Incorporated and Long Beach Transit,\nfor a one-year term, not to exceed $9,371, for the Dial-A-Lift service, in a\nform approved by the City Attorney.\n3. Authorize the City Manager to execute a Contract Services Agreement\nbetween the City and Long Beach Transit for a one-year term, not to exceed\n$87,840, with a contingency total of 10% of the base compensation for the\nFixed Route Bus Services, in a form approved by the City Attorney.\n4. Authorize the City Manager to execute a Contract Services Agreement\nbetween the City and Administrative Services Cooperative for a three-year\nterm, with two optional one-year contract extensions, not-to-exceed $15,000\nper year, with a contingency total of 10% of the base compensation for the\nDial-A-Taxi services in a form approved by the City Attorney.

CONTRACT AMENDMENT REGISTER DATED JUNE 11, 2024\nSummary:\nThe Contract Amendment Register is a listing of proposed contract amendments\nand project change orders eligible for streamlined processing based upon the\nfollowing criteria as documented in the City’s Purchasing Policy:\n· The City Council authorized funds with the adopted fiscal year Operating\nBudget.\n· Staff are satisfied with the goods/services received to date; and\n· The City Manager reviewed and approved each amendment for\nstreamlined processing.\nThere are two contract amendments being presented for City Council\nconsideration as follows:\n1) JJ Property Maintenance Network: Maintenance Services for citywide\ncustodial services.
