b) REPORT ADOPTION OF FISCAL YEAR 2024-25 BUDGET\n24-0291 (Finance Director Viki Copeland)\nRecommendation: Staff recommends the City Council:\n1. Receive public testimony regarding the Fiscal Year 2024-25 Budget (Attachment 1);\n2. Approve contracts for services contained in the table herein;\n3. Approve transfers of unspent funds in the General Fund from Midyear 2023-24 to the\nEquipment Replacement Fund (ERF) of $337,424 and Insurance Fund of $392,345 per\nthe Financial Policies;\n4. Approve transfers of 2023-24 unspent funds in the General Fund at year end to the\nInsurance Fund, if needed, to restore the fund balance to $3 million and the transfer of\nany remaining funds to the Capital Improvement Fund for future Capital Improvement\nProject (CIP) needs;\n5.
