14. SB 1383 De Minimis, Physical Space, and Collection Frequency Waivers to Organics\nRecycling\nRECOMMENDATION:\nThat the City Council adopts the next Resolution, in order, to:\n1. Approve the process to waive organic waste recycling services by commercial\nbusinesses upon proof of meeting thresholds due to de minimis waste, lack of\nphysical space for containers, or reduced frequency for collection of organic\nwaste, as allowed by 14 CCR section 18984.11; and\n2. Authorize the Director of Public Works Operations Department to generate,\napprove, and manage applications from commercial businesses for the\nspecial waivers.
