13. Declaration of Emergency for Sewer System Repairs; Authorization to Waive Bidding\nRECOMMENDATION:\nThat the City Council:\n1. Adopts the next Resolution, in order, to establish a Declaration of Emergency\nand determine that the public interest and necessity require the immediate\nexpenditure of public money to safeguard life, health, or property as required by\nthe Public Contract Code section 22050; and\n2. Approves $580,000 for repairs in the Wastewater Operations Fund to cover the\ncost of the emergency work.
