6. ASSEMBLY BILL 361 FINDINGS - Staff recommends City Council make the following findings:\na. City Council has reconsidered the circumstances of the state of emergency.\nb. Both of the following circumstances exist (i) The state of emergency continues to directly\nimpact the ability of the members to meet safely in person and (ii) City Council continues to\nimpose or recommend measures to promote social distancing including remote or hybrid\nmeeting participation. 825\nReport
