3.4 Award of Contract to EMTS, Inc. dba Elite Maintenance and Tree Services for Medians\nand Trails Landscape Maintenance Services.\nRECOMMENDATION:\nA. Approve the award of contract, in the amount of $241,979.40, to the lowest and\nresponsible bidder, EMTS, Inc. dba Elite Maintenance and Tree Services, and that\nall other bids be rejected; and\nB. Approve an additional 10%, in the amount of $24,197.94, for unforeseen items as\nneeded; and\nC.
