Approve the plans and specifications for Magnolia Street from Edinger Avenue to\nHeil Avenue - Project Plan No.: P-2566 and Federal Project No. CRAL-5338(054),\nand authorize the Public Works Director/City Engineer to approve minor\nmodifications to the plans and specifications to accommodate requested revisions\nfrom public safety and utility agencies; and\nB. Authorize the Public Works Department to advertise and solicit construction bids for\nsaid project.

3.4 Award of Contract to EMTS, Inc. dba Elite Maintenance and Tree Services for Medians\nand Trails Landscape Maintenance Services.\nRECOMMENDATION:\nA. Approve the award of contract, in the amount of $241,979.40, to the lowest and\nresponsible bidder, EMTS, Inc. dba Elite Maintenance and Tree Services, and that\nall other bids be rejected; and\nB. Approve an additional 10%, in the amount of $24,197.94, for unforeseen items as\nneeded; and\nC. Approve the award of contract, in the amount of $297,207.72, to the lowest and\nresponsible bidder, EMTS, Inc. dba Elite Maintenance and Tree Services, and that\nall other bids be rejected; and\nB. Approve an additional 10%, in the amount of $29,720.77 for unforeseen items as\nneeded; and\nC. 5.1 Adoption of Plans and Specifications, Authorization to Solicit Construction Bids, and\nApproval of Seven (7) Public Highway At-Grade Crossing Agreements with Union\nPacific Railroad Company for the Mendez Historic Trail & Green Street Bikeway\nProject (Mendez Freedom Trail Project).\nRECOMMENDATION:\nA. Approve the plans and specifications for the construction of the Mendez Historic Trail &\nGreen Street Bikeway Project (Mendez Freedom Trail Project); and\nB. Authorize the Public Works Department to advertise and solicit construction bids for said\nproject; and\nC. Approve seven (7) Public Highway At-Grade Crossing Agreements with Union Pacific\nRailroad Company in the aggregate amount of $1,543,963; and\nD. 5.2 Request for a Resolution of Censure, Based on Actions of Councilwoman Amy Phan\nWest (District 1).\nRECOMMENDATION: Consider the request to discuss certain alleged comments and\nactions made by Councilwoman Amy Phan West and provide direction to staff regarding the\npreparation of a resolution of censure.

5.3 Request to Increase Public Speaking Time During Oral Communications.\nRECOMMENDATION:\nA. Consider the request to increase the amount of time for public speakers during Oral\nCommunications; and\nB. Provide direction regarding introduction of an Ordinance for first reading entitled, “AN\nORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF\nWESTMINSTER, CALIFORNIA, AMENDING SECTION 2.04.040 (MEETINGS-\nDISCUSSIONS-REFERRAL TO DEPARTMENTS) OF THE WESTMINSTER\nMUNICIPAL CODE RELATIVE TO ORAL COMMUNICATIONS AT COUNCIL\nMEETINGS,” read by title only and waive further reading.
