3.4 Award of Contract to EMTS, Inc. dba Elite Maintenance and Tree Services for Medians and Trails Landscape Maintenance Services. RECOMMENDATION: A. Approve the award of contract, in the amount of $241,979.40, to the lowest and responsible bidder, EMTS, Inc. dba Elite Maintenance and Tree Services, and that all other bids be rejected; and B. Approve an additional 10%, in the amount of $24,197.94, for unforeseen items as needed; and C.
