Approve the plans and specifications for the State Street Improvements from 9th\nStreet to Idyllwild Drive Street Improvement Project CIP #24-001/ARPA (SJ-534)\n& Shaver Street/San Jacinto Ave. Pavement Rehabilitation (SJ-427);\n2. Award the construction contract to the lowest responsible bidder submitting a\nresponsive bid to R.J. Noble Company for the sum of $4,439,230;\n3. Allocate 6% of the total bid for administration, inspection, and testing;\n4. Allocate 10% of the total bid for construction contingencies;\n5. Reject all other bids; and
