Open the public hearing and solicit public testimony.\n2. Waive first reading and introduce three ordinances amending Title 15 of\nthe El Segundo Municipal Code to establish regulations for the state\ndensity bonus, transitional and supportive housing, and micro-units and\nfind they are exempt under the California Environmental Quality Act\n(“CEQA”) pursuant to CEQA Guidelines § 15061(b)(3)) because they do\nnot approve any particular development project, they consist only of\nminor revisions to existing zoning regulations and related procedures,\nand they do not have the potential for causing a significant effect on the\nenvironment.\n3.
