25. AWARD CONTRACT: FIRE STATION 73 KITCHEN REMODEL PROJECT – F2M23-49,\nN2M23-61, N2M24-25, C2M24-45, M2M24-107\nOn September 25, 2023, the City Council approved the distribution of a Notice Inviting\nBids for the Fire Department’s Station 73 Kitchen Remodel Project. On May 9, 2024, the\nCity Clerk received six bids for this project ranging from $155,000 (Estate Design &\nConstruction) to $299,347 (Ambit Construction & Design Inc.). Estate Design &\nConstruction submitted the lowest bid. However, during the bid evaluation process it was\ndiscovered that Estate Design & Construction did not perform similar work in the past, as\nrequired per the Notice Inviting Bids. Therefore, the bid from Estate Design & Construction\nwas deemed non-responsive. The second lower bidder, First Trade LLC dba YMC was\ndeemed the lowest responsive bidder. Staff reviewed the bid submitted by First Trade LLC\ndba YMC and found it to be in compliance and conformance with the project specifications.\nRecommended Action: City Council determine that the bid received from Estate\nDesign & Construction is non-responsive; award a contract, subject to final language\napproval by the City Manager and City Attorney, to First Trade LLC dba YMC in the\namount of $165,000 for the Alhambra Fire Department Station 73 Kitchen Remodel\nProject; determine the project is exempt from CEQA pursuant to CEQA guidelines section\n15301; and, direct staff to undertake the steps necessary to finalize the Council’s action.\n(M2M24-107)
