NOTICE OF COMPLETION: 2023 ALLEY REHABILITATION PROJECT (AREA A /\nPHASE I) – F2M23-67, C2M24-2, M2M24-93\nOn January 8, 2024, the City Council awarded a contract for the 2023 Alley Rehabilitation\nProject (Area A / Phase I) to Kalban Inc in the amount of $1,043,640.00. One change\norder was issued for a total amount of $149,620.95. The change order included two\nadditional alternate alleys. The total cost of the project was $1,193,260.95. This project\nhas been inspected by staff and all work has been completed in accordance with the City’s\nrequirements and specifications. As such, it would be appropriate for the City Council to\naccept this project as complete and instruct that the Notice of Completion be filed with the\nCounty of Los Angeles Recorder’s Office.\nRecommended Action: City Council accept the work of Kalban Inc. for the 2023\nAlley Rehabilitation Project (Area A / Phase I) as complete in the amount of $1,193,260.95;\ndirect the City Clerk to file a Notice of Completion with the County of Los Angeles for\nrecordation; instruct the Finance Director to release the 5% retention 35 days from the\ndate of recordation if no liens are filed; and, direct staff to undertake the steps necessary\nto finalize Council’s action. NOTICE OF COMPLETION: REHABILITATION OF THE SEWER MAIN ON BEACON\nSTREET – F2M23-61, C2M23-80, M2M24-94\nOn October 9, 2023, the City Council awarded a contract to Southwest Pipeline &\nTrenchless Corp. for the Rehabilitation of the Sewer Main on Beacon Street in the amount\nof $36,560.00. There were no change orders during the project. The project was\ncompleted in accordance with the City’s requirements and specifications. NOTICE OF COMPLETION: REPLACEMENT OF ALHAMBRA POOLS MECHANICAL\nEQUIPMENT – F2M23-31, C2M23-69, M2M24-95\nOn August 28, 2023, the City Council awarded contract a contract to AquaSource\nCommercial Pool Systems for $971,894 for the Alhambra Pools Mechanical Equipment\nReplacement Project. There were two change orders to the project. The change orders\nincluded: removal and replacement of ball valves; installation of Maxitrol gas pressure\nregulators; chemical tank coupling installation at Alhambra and Granada Pools; and,\nexhaust fan for the Alhambra Park Pool Acid Room. The change orders total $15,841.03,\nwhich brings the contract to $987,735.03. Staff has inspected this project, and all work\nhas been completed in accordance with the City’s requirements and specifications. As\nsuch, it would be appropriate for the City Council to accept this project as complete.\nRecommended Action: City Council accept the work of AquaSource Commercial\nPool Systems for the Alhambra Pools Mechanical Equipment Replacement Project as\ncomplete in the amount of $987,735.03; direct the City Clerk to file a Notice of Completion\nwith the County of Los Angeles for recordation; instruct the Finance Director to release\nthe 5 percent retention 35 days from the date of recordation if no liens are filed; and, direct\nstaff to undertake the steps necessary to finalize Council’s action. RENEWAL OF MEMORANDUM OF UNDERSTANDING WITH THE ALHAMBRA\nUNIFIED SCHOOL DISTRICT (AUSD) FOR SCHOOL RESOURCE OFFICERS FOR FY\n2024-25 – F2M20-57, C2M20-37, M2M24-52\nBoth the Alhambra Police Department and AUSD believe that the continuation of the\nSchool Resource Officer (SRO) Program will further the goal of maintaining a safe school\nenvironment for students and staff. The existing Memorandum of Understanding (MOU)\nwith AUSD for an SRO Program expires on June 30, 2024. Renewing this MOU provides\npolice officers to the District during the academic school year calendar through June 30,\n2025. AUSD will reimburse the City for services in an amount not to exceed $433,530.40\nannually.\nRecommended Action: City Council approve that certain Renewal of Memorandum\nof Understanding 2024-2025 with the Alhambra Unified School District on file in the City\nClerk’s Office as Contract No. C2M20-37 to continue the School Resource Officer\nProgram for Fiscal Year 2024-25; authorize the Chief of Police to execute the Renewal of\nthe Memorandum of Understanding; and, direct staff to undertake the steps necessary to\nfinalize Council’s action. RESOLUTION APPROVING AN AMENDMENT TO SUPPLEMENTAL RETIREMENT\nSAVINGS PLAN AGREEMENTS TO PERMIT LOANS BY EMPLOYEES – F2M24-2,\nR2M24-25, M2M24-96\nThe City contracts with two benefit providers, VOYA Financial and Mission Square\nRetirement, in order to provide employees with the benefit and ability to voluntarily\ncontribute to a supplemental retirement savings plan. Providing participating employees\nwith the ability to take loans from their supplemental retirement savings plans is attractive\nbecause it provides a greater level of benefit. Loans are administered and managed by a\nplan benefit provider, i.e., VOYA Financial and Mission Square Retirement. A resolution\napproving an amendment to Supplemental Retirement Savings Plan Agreements is\nnecessary in order to permit employees to take loans from their supplemental retirement\nsavings plan.\nRecommended Action: City Council adopt Resolution No. R2M24-25 entitled: A\nResolution approving an amendment to Supplemental Retirement Savings Plan\nAgreements to permit loans by employees; and, direct staff to undertake the steps\nnecessary to implement the change and finalize the Council’s action. RESOLUTION APPROVING A FIFTH SIDE LETTER OF AGREEMENT WITH THE\nALHAMBRA MANAGEMENT EMPLOYEES’ ASSOCIATION AND RESOLUTION\nAPPROVING A NEW CLASS SPECIFICATION FOR ENGINEERING PROJECT\nSPECIALIST – F2M24-2, R2M24-23, C2M17-70, M2M24-97\nStaff is proposing the creation of a new Engineering Project Specialist Classification.This\nnew position resulted from a review of existing staffing and operations within the Public\nWorks and Utilities Department. An opportunity was identified to create a position that\nwould provide the department with a higher level of technical and complex project\nmanagement support in both Public Works and Utilities divisions of the department, with\nthe position itself providing supervision to the Engineering Associate and Engineering\nTechnician. Staff is also proposing the addition of a New Management Analyst -\nSustainability Classification into the AMEA MOU. An Analyst position specializing in the\narea of Sustainability is proposed to provide the City with support to projects pertaining to\nthe development and implementation of the City’s Comprehensive Environmental\nSustainability Plan (CESP). This position will work closely various City departments to\nimplement and monitor the CESP objectives including facilitating community information,\nengagement and outreach. The addition of a dedicated Sustainability Analyst aligns with\nthe 2024 Strategic Plan goal to “Promote Sustainability.” A resolution approving a Fifth\nSide Letter of Agreement is necessary to include these classifications and their respective\nsalary schedules and pay rates in the AMEA Memorandum of Understanding and\napproving the new classification of Engineering Project Specialist is necessary.\n\n\nRecommended Action: City Council take the following actions: 1) Adopt Resolution\nNo. R2M24-23 entitled: A Resolution of the Alhambra City Council approving a Fifth Side\nLetter of Agreement with the Alhambra Management Employees’ Association and\napproving a Class Specification for Engineering Project Specialist; 2) Direct the Finance\nDirector to make necessary budget adjustments within the Fiscal Year 2023-2025 Adopted\nBudget for the compensation and benefit packages for the positions of Engineering Project\nSpecialist and Management Analyst - Sustainability; and, 3) Direct staff to undertake the\nsteps necessary to finalize Council’s action. 16. AMENDED PLAN FOR USE OF AMERICAN RESCUE PLAN ACT OF 2021 RELIEF\nFUNDS – F2M21-67, M2M24-98\nOn January 24, 2022, January 17, 2023, and July 24, 2023, the City Council amended the\nARPA Plan to allocate funds for various critical needs. This included addressing deferred\nmaintenance for City buildings and facilities; replacing aging City equipment; and\nmodernizing technology systems. City staff are currently managing the City’s ARPA\nprojects, utilizing cost savings, closing inactive projects, and seeking alternative funding\nfor any price escalations. One important update to the City’s ARPA list is a delay to the\nfabrication of the City’s fire truck. The City may not have receipt of the fire truck for another\n2 to 2.5 years; as a result, staff is requesting the fire truck be removed from the ARPA list\nout of concern for the 2026 compliance deadline. Alternately, the City will replace the\nproject with upgrades to the City’s Police radios. The Fire truck will still be acquired,\nhowever, via General Fund monies allocated to Police radios. Staff requests the City\nCouncil approve the removal of the Fire truck and the addition of Police radios under the\nAmended ARPA Plan.\nRecommended Action: City Council approve the amended American Rescue Plan\nFunds (ARPA) plan as outlined in the Director of Finance’s June 24, 2024 report; authorize\nthe Finance Director to amend the ARPA budget for all approved ARPA funds and utilize\nsavings to offset overages within current or backup ARPA projects; and, direct staff to\nundertake the steps necessary to finalize the Council’s action. 17. CONTRACT AMENDMENT: COMPUTER SUPPORT PROFESSIONAL SERVICES –\nF2M23-37, C2M23-34, M2M24-99\nOn May 8, 2023, the City Council awarded a three-year contract to Technology Systems,\nInc. (TSI) for computer support services, with an option to extend for three more years.\nThe contract is for an amount not to exceed $94,650 per year. On July 24, 2023, the City\nCouncil awarded a contract to Tyler Technologies for the acquisition and implementation\nof a new Enterprise Resource Planning (ERP) system. Staff is seeking professional\nservices to aid in the implementation of the ERP system. TSI currently provides computer\nsupport services and customized reporting for Finance, Human Resources, and Public\nWorks and Utilities Department. Given TSI's familiarity with the City's financial software,\nthey are well-suited to assist with implementing the ERP system. Incorporating these\nadditional services will raise the contract by $60,000, bringing the total contract amount to\nnot exceed $154,650.\nRecommended Action: City Council approve a First Amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the computer support\n11\n6-24-24\nprofessional services agreement with Technology Systems, Inc. (C2M23-34) for an\nadditional $60,000 in an amount not to exceed $154,650 through June 30, 2025; and,\ndirect staff to undertake the steps necessary to finalize Council's action. (M2M24-99)

18. FY 2024-2025 STATEMENT OF INVESTMENT POLICY – F2M2-50, M2M24-100\nThe City Council annually adopts a formal Investment Policy pursuant to Government\nCode Section 53646(a)(2) which serves as a guide for the Treasurer to determine what\ntypes of investments, terms, and amounts are appropriate for the City to invest idle cash\nthroughout the fiscal year. Consequently, staff is requesting City Council approval of a\nStatement of Investment Policy for Fiscal Year 2023-2024.\nRecommended Action: City Council approve that certain Investment Policy\ndocument for the City of Alhambra entitled, City of Alhambra Statement of Investment\nPolicy - Fiscal Year 2024-2025, on file in the City Clerk’s Office as F2M2-50 and by this\nreference incorporated herein and made a part hereof as though fully set forth herein,\nwhich document supersedes and replaces that certain document entitled City of Alhambra\nStatement of Investment Policy - Fiscal Year 2023-2024; and, authorize the Director of\nFinance to take any and all actions necessary to implement said Investment Policy.\n(M2M24-100)

19. APPROVAL OF BUDGET AMENDMENT – F2M23-17, M2M24-101\nOccasionally, the City will restructure and reorganize existing staffing structures in order\nto provide improved operations, functions, and customer service. Staff is proposing to\nreplace one part-time Librarian with a full-time position to address the significant size and\nscope of the City’s document digitization and conversion project. The position will speed\nup processing times, allow for smaller scanning projects across departments, and reduce\nstaff turnover. The full-time Librarian will develop digital organizational structures to\nimprove information access and provide expert training on document preservation to staff.\nStaff is seeking City Council approval to amend the FY 2024-25 Adopted Budget by\nappropriating funds from the General Fund to create one full-time Librarian position while\nremoving one part-time Librarian position.\nRecommended Action: City Council approve a budget amendment for Fiscal Year\n2024-25 to replace one part-time Librarian with a full-time position; appropriate funds in\nthe amount of $79,000 from the General Fund; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action. 2. FISCAL YEAR 2024-25 APPROPRIATION LIMIT – F2M24-17, R2M24-21, M2M24-110\nProposition XIII B (Gann Initiative) prohibits local agencies from exceeding their 1978-79\nfiscal year appropriations after allowing for cost-of-living (CPI) and population changes\nwhich are certified by the State Department of Finance. Proposition 111 allows the City to\nadjust its annual limits for the following factors, subject to approval by the City Council:\na) Either the California Per Capita Income or the percentage change in local\nassessment roll from the preceding year due to the addition of local nonresidential\nconstruction in the City.\nb) Either the City’s own population growth or the population growth of the entire\ncounty.\nGovernment Code Section 7910 requires agencies to adopt a resolution each year\ndisclosing their appropriation limit. In accordance with Proposition 111, the City is required\nto conduct a review of their appropriations limit during the annual financial audit. For Fiscal\nYear 2022-2023, the City’s appropriation limit was reviewed by our auditors, Moss, Levy\n& Hartzheim, LLP, and determined to be properly calculated. The calculations in\ncomputing the City of Alhambra’s appropriation limit for the 2024-2025 fiscal year are on\nfile in the Finance Department. The appropriation limit for the 2024-25 fiscal year is\n$189,333,947 and the applicable appropriation subject to this limitation is $82,639,781.\nTherefore, the City is favorably under the appropriations limit by $106,694,166.\nRecommended Action: After receiving public testimony, the Mayor should close the\npublic hearing and the City Council should adopt Resolution No. R2M24-21 entitled: A\nResolution of the Alhambra City Council establishing the Appropriation Limit for FY 2024-\n25 and approving the annual adjustment factors used in the calculation thereof; and,\napprove the annual adjustment factors (per capita income change +3.62% and City\npopulation change +0.05%) used in the calculation of the appropriation limit. CONTRACT AMENDMENT: WIRELESS MOBILE SERVICES AGREEMENT WITH T-\nMOBILE – F2M22-6B, C2M22-60, M2M24-102\nOn November 14, 2022, the City Council approved an agreement with T-Mobile USA, Inc.\nfor Connecting Heroes Program wireless mobile services through May 2023 for an amount\nestimated at $16,647 annually. On May 22, 2023, the City Council approve an Amendment\nto the Agreement for an amount not to exceed $19,800 and to extend the agreement\nthrough August 11, 2024. The Alhambra Police Department is requesting to expand and\nextend T-Mobile wireless mobile services to include Aircards, which is a cellular data\n12\n6-24-24\nmodem that connects the Mobile Data Computers and allows access to various platforms\nand applications such as Spillman used in the police vehicles. Estimated costs are\n$12,250 annually, which is less than the cost for the same service currently being provided\nto the Police Department by Verizon. The pricing for T-Mobile is based off the NASPO\nValuePoint Contract with the State of Utah for wireless data, voice and accessories which\nis effective through May 22, 2025, with one two-year option to extend. Per Section\n3.36.080(B)(3) of the Alhambra Municipal Code, the City as the option to purchase service\nthrough a cooperative agreement to obtain competitive pricing.\nRecommended Action: City Council approve an amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the agreement between the\nCity of Alhambra and T-Mobile USA, Inc. (C2M22-60) for wireless mobile services for an\namount not to exceed $32,000 annually and extend the agreement through May 22, 2025;\nauthorize the City Manager to execute any additional documentation to extend the contract\nthrough 2027 subject to satisfactory firm performance and future budget allocations; and,\ndirect staff to undertake the steps necessary to finalize Council’s action. RESOLUTION DECLARING A PORTION OF CITY OWNED PROPERTY UPON WHICH\nTHE WEST SAN GABRIEL VALLEY YMCA EXISTS AS EXEMPT SURPLUS LAND;\nAPPROVING AN AGREEMENT TERMINATING CONCESSION AND TRANSFERRING\nPROPERTY TO ACCOMMODATE CONSTRUCTION OF A DOG PARK;\nDETERMINING THE TRANSFER OF PROPERTY AND CONSTRUCTION OF A DOG\nPARK IS EXEMPT FROM CEQA – F2M11-36, F2M18-35, R2M24-26, RFP2M24-13,\nM2M24-103\nThe City of Alhambra is the fee owner of the property located at 401 Corto Street,\nAlhambra, California 91801, APN 5347-028-904 (the “Property”). The City and the West\nSan Gabriel Valley YMCA entered into a concession agreement (the “Agreement”) in 1988\nto allow the YMCA to construct and operate a YMCA recreational facility open to the\ngeneral public. The YMCA subsequently constructed and has since operated such a\nfacility on the western portion of the Property. The eastern portion of the Property is\nimproved with a small below-grade parking area that is not currently used by the YMCA.\nThe City now wishes to construct a dog park on the eastern portion of the Property. That\nlocation is particularly suited for such a use as it is surrounded by the YMCA building to\nthe West, a lowered railroad right of way to the North, a golf course driving range to the\nEast and a large public parking lot to the South. The City also has funding for such a\npark—but the funding must be utilized in the next year. Due to the exclusive use rights\nheld by the YMCA by virtue of the Agreement, the City is not able to utilize the eastern\nportion of the Property for a dog park. The YMCA is willing to terminate the Agreement,\nbut wishes to remain in operation. Accordingly, the YMCA will terminate the Agreement\nand relinquish any and all interest in the eastern portion of the Property in exchange for\nthe City transferring the western portion of the Property to the YMCA, along with a one-\ntime payment of $203,810. The payment is intended to compensate the YMCA for the\nvalue of the loss of the eastern portion of the property (which they currently have the use\nof through 2083 under the Concession Agreement). The transferred property would be\nsubject to a use covenant—the same covenant that exists in the current Agreement,\nlimiting the use to a recreational facility open to the general public. Government Code\nSection 54221(f)(1)(C) allows a City to transfer property as exempt surplus land, without\noffering the property to housing developers or recreational entities, when the property is\nbeing exchanged for City purposes. Exchanging the fee interest in the western portion of\n13\n6-24-24\nthe site for a release of the lease rights held by the YMCA will allow the City to construct\nthe public dog park. Without this exchange, the City will not have access to the Property\nuntil the end of the term of the Agreement. The proposed resolution would satisfy the\nrequirements of the Government Code concerning transfers of public land. The transfer\nmust also be approved by the California Department of Housing and Community\nDevelopment. During the pendency of that approval, City staff is requesting authority to\nrelease a request for proposals for design services for the dog park so as not to lose time\nin furthering the project.\nRecommended Action: City Council, by one motion, take the following actions:\n1. Adopt Resolution No. R2M24-26 entitled: A Resolution of the City Council of the\nCity of Alhambra declaring a portion of city owned property upon which the West\nSan Gabriel Valley YMCA exists as Exempt Surplus Land pursuant to California\nGovernment Code Section 54221(F)(1)(C) which includes a determination that the\ntransfer of property and construction of a dog park is exempt from CEQA pursuant\nto CEQA guidelines sections 15060(c)(2),15061(b)(3) and 15303 and as needed\ndirect City staff to submit the resolution and all required documentation to the\nCalifornia Department of Housing and Community development for review; and,\n2. Approve an Agreement Terminating Concession and Transferring Property in a\nform subject to final language approval by the City Manager and City Attorney and\nauthorize the City Manager to undertake those actions necessary to effectuate the\nAgreement once HCD has approved the exempt surplus land determination; and,\n3. Authorize distribution of a Request for Proposals (RFP2M24-13) for design\nservices for the dog park. (M2M24-103)

AWARD CONTRACT: PROFESSIONAL CONSULTING SERVICES TO PREPARE\nOBJECTIVE DESIGN STANDARDS AND DESIGN GUIDELINES – F2M24-42,\nRFP2M24-10, C2M24-42, M2M24-104\nOn April 22, 2024, the City Council authorized the distribution of a Request for Proposals\nto prospective firms and consultants to provide professional consulting services to assist\nthe City with updating and developing objective design standards and design guidelines\nfor residential, commercial, and mixed-use projects. In response to the RFP, the City\nreceived four proposals by the May 30, 2024 deadline. Staff evaluated all proposals,\ninterviewed three consultants and selected RRM Design Group as the most qualified\nconsultant. RRM Design Group has developed objective design standards and design\nguidelines for numerous jurisdictions throughout California, including several for cities\nwithin the San Gabriel Valley. Additionally, RRM has an established working relationship\nwith the City of Alhambra after having worked on the City’s General Plan Update beginning\nin 2015 and the City’s comprehensive Zoning Code Update beginning in 2020. Based on\nRRM Design Group’s pricing, services proposed, qualifications, and experience, Staff\nrecommends awarding a contract to RRM Design Group for the duration of the project,\nthrough December 2025.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and the City Attorney, to RRM Design Group in an amount\nnot-to-exceed $417,450 for professional consulting services through December 2025 (or\n14\n6-24-24\ncompletion of the project) to assist the City with updating and developing objective design\nstandards and design guidelines for residential, commercial, and mixed-use projects; and,\ndirect staff to undertake the steps necessary to finalize the Council’s action. AWARD CONTRACT: PROFESSIONAL CONSULTING SERVICES TO ASSIST IN\nMANAGING THE IMPLEMENTATION PROGRAMS CONTAINED IN THE 2021-2029\nHOUSING ELEMENT – F2M24-27, RPF2M24-4, C2M24-43, M2M24-105\nOn February 26, 2024, the City Council authorized the distribution of a Request for\nProposals to prospective firms and consultants to provide professional consulting services\nto assist in managing the implementation programs contained in the 2021-2029 Housing\nElement. In response to the RFP, the City received six proposals by the April 18, 2024\ndeadline. Staff evaluated all proposals, interviewed three consultants and selected\nEnvironmental Science Associates (ESA) as the most qualified consultant. ESA has\nprovided Housing Element consulting for various cities and is proposing to work alongside\nVeronica Tam & Associates and BAE Urban Economics to provide additional support and\nstrategic guidance throughout the implementation process. ESA has recent experience\nproviding Housing Element services for several jurisdictions throughout the State. Based\non ESA’s pricing, services proposed, qualifications, and experience, staff recommends\nawarding a contract to ESA for the duration of the project, through October 31, 2029.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and the City Attorney, to Environmental Science Associates\nto provide professional consulting services, in the amount of $2,456,634 over five years,\nto assist in managing the implementation programs contained in the 2021-2029 Housing\nElement; and, direct staff to undertake the steps necessary to finalize the Council’s action.\n(M2M24-105)

AWARD OF CONTRACT TO THE REGENTS OF THE UNIVERSITY OF CALIFORNIA\n– F2M5-77, C2M24-44, M2M24-106\nAs a paramedic provider, the City of Alhambra Fire Department is required to meet specific\nmandated training and maintain a quality improvement system. The agreement with the\nRegents of the University of California on behalf of the UCLA Center for Prehospital Care\nallows the City of Alhambra Fire Department to meet the necessary mandates and\nmaintain services to the community as a paramedic provider. The Fire Department has\nutilized these services since October 2010 to maintain the certifications and licenses of\nFire Department paramedics and emergency medical technicians to continue to deliver\nquality patient care to the community. The Regents of the University of California continue\nto provide satisfactory services to the Fire Department. The current contract expires on\nJune 30, 2024. The Regents of the University of California has agreed to enter into a new\ncontract at the existing rate, with an annual increase not to exceed 5% to account for\ninflation and wage increases. The Fire Department would like to continue to work with The\nRegents of the University of California as the contract provides savings to the City and the\nsupport services by The Regents of the University of California are highly specialized and\nessential to the City’s fire operations. AWARD CONTRACT: FIRE STATION 73 KITCHEN REMODEL PROJECT – F2M23-49,\nN2M23-61, N2M24-25, C2M24-45, M2M24-107\nOn September 25, 2023, the City Council approved the distribution of a Notice Inviting\nBids for the Fire Department’s Station 73 Kitchen Remodel Project. On May 9, 2024, the\nCity Clerk received six bids for this project ranging from $155,000 (Estate Design &\nConstruction) to $299,347 (Ambit Construction & Design Inc.). Estate Design &\nConstruction submitted the lowest bid. However, during the bid evaluation process it was\ndiscovered that Estate Design & Construction did not perform similar work in the past, as\nrequired per the Notice Inviting Bids. Therefore, the bid from Estate Design & Construction\nwas deemed non-responsive. The second lower bidder, First Trade LLC dba YMC was\ndeemed the lowest responsive bidder. Staff reviewed the bid submitted by First Trade LLC\ndba YMC and found it to be in compliance and conformance with the project specifications.\nRecommended Action: City Council determine that the bid received from Estate\nDesign & Construction is non-responsive; award a contract, subject to final language\napproval by the City Manager and City Attorney, to First Trade LLC dba YMC in the\namount of $165,000 for the Alhambra Fire Department Station 73 Kitchen Remodel\nProject; determine the project is exempt from CEQA pursuant to CEQA guidelines section\n15301; and, direct staff to undertake the steps necessary to finalize the Council’s action.\n(M2M24-107)

ACCEPTANCE OF A GRANT FROM THE UNITED STATES BUREAU OF\nRECLAMATION UNDER THE WATERSMART SMALL-SCALE WATER EFFICIENCY\nGRANT PROGRAM – F2M24-18, M2M24-108\nOn January 8, 2024, City Council approved Resolution No. R2M24-1 enabling the\nsubmittal of a grant application to the United States Bureau of Reclamation’s\nWaterSMART Grant Program for small-scale water efficiency projects that seek to\nconserve and better manage water supplies. On May 23, 2024, staff was notified that the\nCity was selected to receive a grant of $100,000 under the WaterSMART Small-Scale\nWater Efficiency Grant Program. The project will replace approximately 458 water meters\nwith Advanced Meter Infrastructure (AMI) equipment at various locations in the City and\npurchase an online customer portal software program. As required by the grant program,\nthe City will contribute $111,115 in matching funds towards the project, which shall be\ncovered by the Water Fund (Fund 401). 3. PUBLIC HEARING TO ADOPT ORDINANCE O2M24-4831 APPROVING ZONING TEXT\nAMENDMENT AMD-24-01 MAKING GENERAL CLARIFYING UPDATES TO THE\nCITY’S ZONING CODE AND DETERMINE THIS ACTION IS EXEMPT FROM CEQA –\nF2M20-24, N2M24-73, O2M24-4831\nThis is the time and place set by Notice No. N2M24-73 for the City Council to hold a public\nhearing to consider an ordinance approving a Zone Text Amendment amending various\nsections of the Alhambra Municipal Code on zoning, as well as adding new sections, to\naddress new State legislation and clarify ambiguous provisions as well as correct\ntypographical and formatting errors and modify use allowances. At its February 26, 2024\nmeeting, the City Council adopted Ordinance No. O2M24-4828, which proposed minor\nchanges to the AMC to reflect current practices, clarify confusing parts of the AMC, and\nbring outdated sections into compliance with State law. This ordinance is brought\nseparately from Ordinance No. O2M24-4828 because it proposes changes to the City’s\nZoning Code, which requires review by the City’s Planning Commission. This proposed\nclean-up addresses items that were identified in the lead-up to and shortly after the\nJanuary 22, 2024 adoption and March 2, 2024 implementation of the comprehensive\nZoning Code update, including addressing new State legislation, eliminating\ninconsistencies, and creating greater clarity in implementing the new Zoning Code. The\nvarious items being addressed in this Municipal Code clean-up fall within two (2) broad\ncategories: 1.) proposed amendments and 2.) proposed additions. All of the proposed\namendments and additions have been reviewed for consistency with the City’s General\nPlan, as required by AMC Section 23.33.080 (General Plan Consistency Required for\nZoning Amendments). In Attachment 1 of staff’s June 24, 2024 report, each proposed\namendment and addition is briefly described in a table, which includes a breakdown of the\ncategories applicable to each amendment or addition, as well as any recommended\nchanges by the Planning Commission.\nAt their May 6, 2024 regular meeting, the Planning Commission reviewed the proposed\nordinance and adopted Planning Commission Resolution No. 24-09, recommending the\nCity Council approve Zoning Text Amendment AMD-24-01 with four revisions to the\nproposed regulations for Personal Storage uses. Additionally, in response to Planning\nCommission questions regarding the meaning of “public projects” in the proposed new\nsection 23.01.090, minor changes have been made to the language of that section from\nwhat was presented to the Planning Commission to clarify the definition. Since being\npresented to the Planning Commission, a couple of additional non-substantive changes\nhave been made to the language in the ADU section, the sections relating to Community\nDevelopment Director hearing procedures, and to the provisions related to minimum\nresidential density requirements to further clarify these provisions.\nThe City reviewed the environmental impacts of the proposed ordinance under the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”)\nand the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq.,\nthe “CEQA Guidelines”). This Ordinance is not subject to further review environmental\nreview because: (1) it will not result in a direct or reasonably foreseeable indirect physical\nchange in the environment (14 Cal. Code Regs. § 15060(c)(2); (2) there is no possibility\nthat this Ordinance will have a significant effect on the environment (14 Cal. Code Regs.\n§ 15061(b)(3)); and (3) the Ordinance, by itself, do not constitute a “project” as defined in\nsection 21065 of the Public Resources Code and the CEQA Guidelines (14 Cal. Code\nRegs. § 15378). It can be seen with certainty that there is no possibility that this Ordinance\nmay have a significant effect on the environment.\nRecommended Action: City Council:\n1. Conduct a public hearing to receive public testimony;\n2. 30. ADOPTION OF AN URGENCY ORDINANCE AMENDING AND SUPERSEDING\nORDINANCE NO. O2M23-4815 TO ADD CERTAIN CONFIDENTIAL\nCLASSIFICATIONS AND APPROVAL OF CLASS SPECIFICATIONS FOR SENIOR\nMANAGEMENT ANALYST AND PAYROLL TECHNICIAN – F2M24-2, O2M24-4830,\nM2M24-109\nStaff is proposing the creation of a New Senior Management Analyst Classification and\nPayroll Technician Classification - A new Senior Management Analyst and Payroll\nTechnician position will provide the Finance Department with skilled technical personnel.\nRecently, the Senior Management Analyst and Payroll Technician classifications were\napproved by the City Council through the adoption of the Fiscal Year 2023-2025 Budget,\nMid-Year Budget, and Revised Fiscal Year 2023-2025 Budget. Both newly created\nclassifications will provide the department with increasingly skilled personnel possessing\na tiered level of knowledge and experience and also provide growth opportunities for\nemployees through these journey level positions. Additionally, in accordance with the City\nCouncil’s approval of budgetary position changes in the original Fiscal Year 2023-2025\nAdopted Budget, Mid-Year Budget presentation and Revised Fiscal Year 2023-2025\nBudget, staff is proposing the following changes: addition of a Senior Management Analyst\nposition in the Finance Department; removal of a previously budgeted Executive Assistant\n– Human Resources position; addition of a Management Analyst – Risk Management\nposition in the Human Resources Department; addition of a Management Analyst –\nBudget position in the Finance Department; and, addition of a Payroll Technician in the\nFinance Department. An urgency ordinance memorializing these changes is necessary in\norder to allow for the immediate recruitment of the newly approved budgeted positions\nand to provide various departments with much-needed expertise and support.\nRecommended Action: City Council, by one motion, take the following actions:\n1. AUTHORIZE RFP: PROFESSIONAL MARKETING AND ADVERTISING SERVICES IN\nSUPPORT OF THE CITY’S ORGANIC RECYCLING COLLECTION AND FOOD\nRECOVERY PROGRAMS – F2M24-49, RFP2M24-11\nThe City launched the “Alhambra Recycles” campaign in 2023, a comprehensive and\nmultilingual outreach campaign to provide public information on SB 1383 requirements.\nOn April 22, 2024, the City Council accepted a grant in the amount of $218,610.00 from\nthe Department of Resources Recycling and Recovery (CalRecycle) under the SB 1383\nLocal Assistance Grant Program. Staff received approval from CalRecycle to use $60,000\nin Local Assistance Grant funds to develop and implement a multi-media marketing and\nadvertising plan to disseminate information on organic recycling and food recovery to\ngreater communities. Staff seeks to solicit proposals from qualified consultants with\nprofessional expertise and experience to provide the City with digital and print advertising;\nmarketing services to reach Alhambra’s diverse community; and additional “Alhambra\nRecycles” campaign material.\nRecommended Action: City Council authorize the distribution of Request for\nProposals (RFP) to qualified consultants to provide professional marketing and advertising\nservices in support of the City’s organic recycling collection and food recovery programs\nin accordance with SB 1383; and, direct staff to undertake the steps necessary to finalize\nthe Council’s action.

AUTHORIZE RFP: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE FY\n2024-2025 SB1 STREET REHABILITATION PROJECT – F2M24-45, RFP2M24-12\nThe Road Repair and Accountability Act of 2017 (SB1 BEALL) increased funding to local\nstreets and roads. Funds are allocated from the Highway Users Tax Account through the\nRoad Maintenance and Rehabilitation Account (RMRA). On May 13, 2024, the City\nCouncil adopted Resolution R2M24-16, which identified the FY 2024-2025 street\nrehabilitation projects that will be funded by SB1, the Road Repair and Accountability Act.\nGenerally, this project is for public streets bound by Valley Boulevard, Fremont Avenue,\nthe I-10 freeway in the City of Alhambra and the West City Limit. Staff is requesting\nengineering, design, and estimating services to support the execution of projects.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals (RFP) for Professional Engineering Design Services for Plans, Specifications\nand Cost Estimate for the FY 2024-2025 SB1 Street Rehabilitation Project, with proposals\ndue no later than 12:00 p.m. on Monday, July 26, 2024; and, direct staff to undertake the\nsteps necessary to finalize the Council’s action.

AWARD CONTRACT: MEN'S RESTROOM REMODEL AT THE ALHAMBRA CITY\nYARD PUBLIC WORKS BUILDING – F2M20-66, N2M24-19, C2M24-40, M2M24-89\nOn February 12, 2024, the City Council approved the distribution of a Notice Inviting Bids\nfor the Men’s Restroom Remodel at the City Yard Public Works Building. On May 9, 2024,\nthe City Clerk received four bids ranging from $152,200 (Sanz Construction) to $270,500\n(ENL Building Service Inc.). AWARD CONTRACT: CITY HALL LOBBY ATTENDANT SERVICES – F2M20-43,\nRFP2M24-7, C2M24-41, M2M24-90\nOn April 8, 2024, staff sought Council authorization to solicit proposals for the City Hall\nLobby Attendant Services. Proposals were due on May 6, 2024 and twenty proposals\nwere received. A review committee comprised of three staff members reviewed the\nproposals. Staff evaluated the proposals based on professional and technical experience,\nexperience providing similar services, understanding of City objectives and requirements,\nand hourly rates and administrative costs. Proposals were also reviewed for\nresponsiveness on the required submittals. Good Guard Security, Inc. (Good Guard) was\nselected as the most qualified firm. Good Guard’s municipal contracts include The\nAltadena Public Libraries and cities of Los Angeles, Santa Monica, and Anaheim. A\nreference check was conducted and was satisfactory.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Good Guard Security, Inc. for City Hall\nLobby Attendant Services for a two-year contract not to exceed $55,186.56 in year one\nand not to exceed $57,101.12 in year two; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action. On March 21, 2024, the City Clerk received three proposals. Staff\nreviewed and evaluated the responding proposals and found the proposal submitted by\nZ&K Consultants, Inc. conforms to the RFP and received the highest rating based on the\nfollowing scoring factors: completeness of the proposal and compliance with the required\nRFP format, project understanding, scope and approach to develop the project efficiently,\nexperience and qualifications of key staff, similar project experience, including familiarity\nwith State and Federal procedures and Effectiveness of project schedule.
