16. AMENDED PLAN FOR USE OF AMERICAN RESCUE PLAN ACT OF 2021 RELIEF\nFUNDS – F2M21-67, M2M24-98\nOn January 24, 2022, January 17, 2023, and July 24, 2023, the City Council amended the\nARPA Plan to allocate funds for various critical needs. This included addressing deferred\nmaintenance for City buildings and facilities; replacing aging City equipment; and\nmodernizing technology systems. City staff are currently managing the City’s ARPA\nprojects, utilizing cost savings, closing inactive projects, and seeking alternative funding\nfor any price escalations. One important update to the City’s ARPA list is a delay to the\nfabrication of the City’s fire truck. The City may not have receipt of the fire truck for another\n2 to 2.5 years; as a result, staff is requesting the fire truck be removed from the ARPA list\nout of concern for the 2026 compliance deadline. Alternately, the City will replace the\nproject with upgrades to the City’s Police radios. The Fire truck will still be acquired,\nhowever, via General Fund monies allocated to Police radios. Staff requests the City\nCouncil approve the removal of the Fire truck and the addition of Police radios under the\nAmended ARPA Plan.\nRecommended Action: City Council approve the amended American Rescue Plan\nFunds (ARPA) plan as outlined in the Director of Finance’s June 24, 2024 report; authorize\nthe Finance Director to amend the ARPA budget for all approved ARPA funds and utilize\nsavings to offset overages within current or backup ARPA projects; and, direct staff to\nundertake the steps necessary to finalize the Council’s action.
