22. AWARD CONTRACT: PROFESSIONAL CONSULTING SERVICES TO PREPARE\nOBJECTIVE DESIGN STANDARDS AND DESIGN GUIDELINES – F2M24-42,\nRFP2M24-10, C2M24-42, M2M24-104\nOn April 22, 2024, the City Council authorized the distribution of a Request for Proposals\nto prospective firms and consultants to provide professional consulting services to assist\nthe City with updating and developing objective design standards and design guidelines\nfor residential, commercial, and mixed-use projects. In response to the RFP, the City\nreceived four proposals by the May 30, 2024 deadline. Staff evaluated all proposals,\ninterviewed three consultants and selected RRM Design Group as the most qualified\nconsultant. RRM Design Group has developed objective design standards and design\nguidelines for numerous jurisdictions throughout California, including several for cities\nwithin the San Gabriel Valley. Additionally, RRM has an established working relationship\nwith the City of Alhambra after having worked on the City’s General Plan Update beginning\nin 2015 and the City’s comprehensive Zoning Code Update beginning in 2020. Based on\nRRM Design Group’s pricing, services proposed, qualifications, and experience, Staff\nrecommends awarding a contract to RRM Design Group for the duration of the project,\nthrough December 2025.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and the City Attorney, to RRM Design Group in an amount\nnot-to-exceed $417,450 for professional consulting services through December 2025 (or\n14\n6-24-24\ncompletion of the project) to assist the City with updating and developing objective design\nstandards and design guidelines for residential, commercial, and mixed-use projects; and,\ndirect staff to undertake the steps necessary to finalize the Council’s action.
