8. AWARD CONTRACT: CONSTRUCTION MANAGEMENT AND CONSTRUCTION\nINSPECTION SERVICES FOR PEDESTRIAN COUNTDOWN SIGNAL HEADS AT\nVARIOUS SIGNALIZED INSTERSECTIONS THROUGHOUT THE CITY (FEDERALLY\nFUNDED PROJECT HSIP-5130(022)) – F2M23-73, RFP2M23-30, C2M24-42, M2M24-\n91\nOn December 11, 2023, Council authorized the distribution of a Request for Proposals\n(RFP) for the Construction and Construction Inspection Services for the Pedestrian\nCountdown Signal Heads at Various Signalized Intersections (Federally Funded Project\nHSIP-5130(022)). On March 21, 2024, the City Clerk received three proposals. Staff\nreviewed and evaluated the responding proposals and found the proposal submitted by\nZ&K Consultants, Inc. conforms to the RFP and received the highest rating based on the\nfollowing scoring factors: completeness of the proposal and compliance with the required\nRFP format, project understanding, scope and approach to develop the project efficiently,\nexperience and qualifications of key staff, similar project experience, including familiarity\nwith State and Federal procedures and Effectiveness of project schedule. Z&K\nConsultants, Inc. has served numerous cities throughout Southern California and has a\ndiverse portfolio of public projects.\nRecommended Action: City Council award contract, subject to final language\napproval by the City Manager and City Attorney, to Z&K Consultants, Inc. in the amount\nof $120,208.00 for the Construction Management and Construction Inspection Services\nfor Pedestrian Countdown Signal Heads at Various Signalized Intersections throughout\nthe City (Federally Funded Project HSIP-5130(022)); and, direct staff to undertake the\nsteps necessary to finalize Council’s action.
