23. AWARD CONTRACT: PROFESSIONAL CONSULTING SERVICES TO ASSIST IN\nMANAGING THE IMPLEMENTATION PROGRAMS CONTAINED IN THE 2021-2029\nHOUSING ELEMENT – F2M24-27, RPF2M24-4, C2M24-43, M2M24-105\nOn February 26, 2024, the City Council authorized the distribution of a Request for\nProposals to prospective firms and consultants to provide professional consulting services\nto assist in managing the implementation programs contained in the 2021-2029 Housing\nElement. In response to the RFP, the City received six proposals by the April 18, 2024\ndeadline. Staff evaluated all proposals, interviewed three consultants and selected\nEnvironmental Science Associates (ESA) as the most qualified consultant. ESA has\nprovided Housing Element consulting for various cities and is proposing to work alongside\nVeronica Tam & Associates and BAE Urban Economics to provide additional support and\nstrategic guidance throughout the implementation process. ESA has recent experience\nproviding Housing Element services for several jurisdictions throughout the State. Based\non ESA’s pricing, services proposed, qualifications, and experience, staff recommends\nawarding a contract to ESA for the duration of the project, through October 31, 2029.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and the City Attorney, to Environmental Science Associates\nto provide professional consulting services, in the amount of $2,456,634 over five years,\nto assist in managing the implementation programs contained in the 2021-2029 Housing\nElement; and, direct staff to undertake the steps necessary to finalize the Council’s action.\n(M2M24-105)
