15. RESOLUTION APPROVING A FIFTH SIDE LETTER OF AGREEMENT WITH THE\nALHAMBRA MANAGEMENT EMPLOYEES’ ASSOCIATION AND RESOLUTION\nAPPROVING A NEW CLASS SPECIFICATION FOR ENGINEERING PROJECT\nSPECIALIST – F2M24-2, R2M24-23, C2M17-70, M2M24-97\nStaff is proposing the creation of a new Engineering Project Specialist Classification.This\nnew position resulted from a review of existing staffing and operations within the Public\nWorks and Utilities Department. An opportunity was identified to create a position that\nwould provide the department with a higher level of technical and complex project\nmanagement support in both Public Works and Utilities divisions of the department, with\nthe position itself providing supervision to the Engineering Associate and Engineering\nTechnician. Staff is also proposing the addition of a New Management Analyst -\nSustainability Classification into the AMEA MOU. An Analyst position specializing in the\narea of Sustainability is proposed to provide the City with support to projects pertaining to\nthe development and implementation of the City’s Comprehensive Environmental\nSustainability Plan (CESP). This position will work closely various City departments to\nimplement and monitor the CESP objectives including facilitating community information,\nengagement and outreach. The addition of a dedicated Sustainability Analyst aligns with\nthe 2024 Strategic Plan goal to “Promote Sustainability.” A resolution approving a Fifth\nSide Letter of Agreement is necessary to include these classifications and their respective\nsalary schedules and pay rates in the AMEA Memorandum of Understanding and\napproving the new classification of Engineering Project Specialist is necessary.\n\n\nRecommended Action: City Council take the following actions: 1) Adopt Resolution\nNo. R2M24-23 entitled: A Resolution of the Alhambra City Council approving a Fifth Side\nLetter of Agreement with the Alhambra Management Employees’ Association and\napproving a Class Specification for Engineering Project Specialist; 2) Direct the Finance\nDirector to make necessary budget adjustments within the Fiscal Year 2023-2025 Adopted\nBudget for the compensation and benefit packages for the positions of Engineering Project\nSpecialist and Management Analyst - Sustainability; and, 3) Direct staff to undertake the\nsteps necessary to finalize Council’s action.
