30. ADOPTION OF AN URGENCY ORDINANCE AMENDING AND SUPERSEDING\nORDINANCE NO. O2M23-4815 TO ADD CERTAIN CONFIDENTIAL\nCLASSIFICATIONS AND APPROVAL OF CLASS SPECIFICATIONS FOR SENIOR\nMANAGEMENT ANALYST AND PAYROLL TECHNICIAN – F2M24-2, O2M24-4830,\nM2M24-109\nStaff is proposing the creation of a New Senior Management Analyst Classification and\nPayroll Technician Classification - A new Senior Management Analyst and Payroll\nTechnician position will provide the Finance Department with skilled technical personnel.\nRecently, the Senior Management Analyst and Payroll Technician classifications were\napproved by the City Council through the adoption of the Fiscal Year 2023-2025 Budget,\nMid-Year Budget, and Revised Fiscal Year 2023-2025 Budget. Both newly created\nclassifications will provide the department with increasingly skilled personnel possessing\na tiered level of knowledge and experience and also provide growth opportunities for\nemployees through these journey level positions. Additionally, in accordance with the City\nCouncil’s approval of budgetary position changes in the original Fiscal Year 2023-2025\nAdopted Budget, Mid-Year Budget presentation and Revised Fiscal Year 2023-2025\nBudget, staff is proposing the following changes: addition of a Senior Management Analyst\nposition in the Finance Department; removal of a previously budgeted Executive Assistant\n– Human Resources position; addition of a Management Analyst – Risk Management\nposition in the Human Resources Department; addition of a Management Analyst –\nBudget position in the Finance Department; and, addition of a Payroll Technician in the\nFinance Department. An urgency ordinance memorializing these changes is necessary in\norder to allow for the immediate recruitment of the newly approved budgeted positions\nand to provide various departments with much-needed expertise and support.\nRecommended Action: City Council, by one motion, take the following actions:\n1. Adopt by a 4/5th vote of the City Council the following urgency ordinance entitled:\nOrdinance No. O2M24-4830: An Urgency Ordinance of the Alhambra City\nCouncil amending and superseding Ordinance No. O2M23-4815 to add\ncertain Confidential Classifications\nafter which such ordinance shall go into effect immediately; and,\n2. Approve the classification for Senior Management Analyst and Payroll Technician\nand approve the inclusion of the classifications within the City of Alhambra\nClassification Plan; and,\n3. Direct staff to undertake the steps necessary to finalize Council’s action. (M2M24-\n109)
