19. APPROVAL OF BUDGET AMENDMENT – F2M23-17, M2M24-101\nOccasionally, the City will restructure and reorganize existing staffing structures in order\nto provide improved operations, functions, and customer service. Staff is proposing to\nreplace one part-time Librarian with a full-time position to address the significant size and\nscope of the City’s document digitization and conversion project. The position will speed\nup processing times, allow for smaller scanning projects across departments, and reduce\nstaff turnover. The full-time Librarian will develop digital organizational structures to\nimprove information access and provide expert training on document preservation to staff.\nStaff is seeking City Council approval to amend the FY 2024-25 Adopted Budget by\nappropriating funds from the General Fund to create one full-time Librarian position while\nremoving one part-time Librarian position.\nRecommended Action: City Council approve a budget amendment for Fiscal Year\n2024-25 to replace one part-time Librarian with a full-time position; appropriate funds in\nthe amount of $79,000 from the General Fund; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action.
