REQUEST TO REPLACE AN EXISTING ONE-SIDED STATIC\nBILLBOARD WITH A NEW TWO-SIDED, FULL-MOTION DIGITAL\nBILLBOARD AT 8501 SUNSET BOULEVARD IN CONJUNCTION WITH\nNEW INTERIOR AND EXTERIOR BUILDING AND SITE\nIMPROVEMENTS [L. BIERY, B. LEAGUE, N. MARICICH, J. ALKIRE, J.\nDAVIS, R. ABRAMSON]:\nSUBJECT: This proposal is for construction of a new two-sided full-\nmotion digital billboard, replacing an existing one-sided billboard, on the\nrooftop of 8501 Sunset (The Sterling Building) and for the improvement of\nboth the interior and exterior of the building to accommodate West\nHollywood small businesses with free workspace, mentorship, and\neducational programs for approximately three to five local businesses for\nthe term of the development agreement. Site improvements will also be\nmade to accommodate this new use. The City Council will hold a public\nhearing and make a decision regarding the approval of Master Project\n(MP21-0021) including Sign Permit (BB21-0003), Administrative Permit\n(AP21-0021), Zoning Map Amendment (ZMA21-0003) and Development\nAgreement (DA21-0004) for the construction and installation of the new\nbillboard and site and building improvements. This item is subject to\nCEQA and an addendum to the Sunset Arts & Advertising Billboard Policy\nNegative Declaration was prepared for the project.\nRECOMMENDATIONS: 1) Introduce on first reading Ordinance No. 24-\n______: “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nWEST HOLLYWOOD APPROVING A DEVELOPMENT AGREEMENT IN\nCONJUNCTION WITH THE NEW OFF-SITE ADVERTISING BILLBOARD\nAND BUILDING REMODEL AT 8501 SUNSET BOULEVARD, WEST\nHOLLYWOOD, CALIFORNIA”; 2) Introduce on first reading Ordinance No.\n24-______: “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nWEST HOLLYWOOD APPROVING A ZONING MAP AMENDMENT IN\nCONJUNCTION WITH THE NEW OFF-SITE ADVERTISING BILLBOARD\nAND BUILDING REMODEL AT 8501 SUNSET BOULEVARD, WEST\nHOLLYWOOD, CALIFORNIA”; and 3) Approve the applications requested\nby adopting Resolution No. 24-______: “A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF WEST HOLLYWOOD ADOPTING AN\nADDENDUM TO A NEGATIVE DECLARATION AND APPROVING A\nSIGN PERMIT AND ADMINISTRATIVE PERMIT IN CONJUNCTION\nWITH THE NEW OFF-SITE ADVERTISING BILLBOARD AND BUILDING\nREMODEL AT 8501 SUNSET BOULEVARD, WEST HOLLYWOOD,\nCALIFORNIA”.\n4. LEGISLATIVE:
