5D. OPERATIONAL AGREEMENT WITH THE BOARD OF STATE AND COMMUNITY CORRECTIONS (BSCC) FOR THE 2022-\n2023 CORRECTIONS PLANNING AND GRANT PROGRAMS FUNDING FOR THE NORTH ORANGE COUNTY PUBLIC SAFETY\nCOLLABORATIVE\n— Recommended Action: 1) Approve an Operational Agreement with the Board of State and Community\nCorrections (BSCC) for the 2022-2023 Corrections Planning and Grant Programs funding for the North Orange\nCounty Public Safety Collaborative ("Collaborative"); 2) Authorize the City Manager and City Attorney to make\nany necessary, non-monetary changes to the agreement; 3) Authorize the City Manager and City Clerk to sign\nthe agreement and any necessary documentation related to the grant; 4) Accept funding from the BSCC in the\namount of $239,000 for the FY 2024-25 to offset the cost of the North Orange County Public Safety\nCollaborative Officer position ($100,000) and use the remaining balance ($139,000) to fund homeless outreach\nopportunities in the city/region; and, 5) Approve a budget appropriation in an amount not-to-exceed $239,000\nfor this purpose.
