8.a. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-194,\nAPPROVING SPECIAL ASSESSMENT FOR UNPAID TRASH\nCOLLECTION FEES AS OF MARCH 31, 2024, DELINQUENT AND\nOUTSTANDING AT JUNE 1, 2024.\nPursuant to Article 4, Section 13.12.290, of the South El Monte, California\nMunicipal Code, and California Health & Safety Code Sections 5470 et\nseq., the City Council of the City of South El Monte (“City”) will hold a\nPublic Hearing to consider Special Assessment against property owners\nfor unpaid delinquent trash collection fees. The City is proposing to place\nthese delinquent accounts on the Los Angeles County tax roll for collection\nwith the City’s General Property Taxes, and has prepared and filed a\nwritten report (the “Report” as Exhibit A to the Resolution) describing each\ndelinquent parcel of real property.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Open the public hearing;\n2. Take public testimony and protests to the amount of the fees and the\nReport; and\n3. Close the public hearing; and\n4. Count/tabulate protests, announce results and consider all objections\nor protests, if any, to the Report; and\n5. Assuming there is no majority protest by the owners of a majority of\nthe separate parcels subject to the delinquent charges, then adopt, by a\ntwo-thirds vote of the Council membership, Resolution 24-194 (Attachment\nA hereto), approving the Report of delinquent accounts to be placed as\nspecial assessment on the FY2024-2025 property tax roll and authorizing\nthe City Manager, or his designee, to submit to the Los Angeles County\nAssessor the delinquent account Report.
