CONSIDERATION AND APPROVAL FOR AUTHORIZATION TO\nSUBMIT AN APPLICATION TO THE CALIFORNIA EMERGING\nTECHNOLOGY FUND (CETF) FOR THE DIGITAL EQUITY\nLEADERSHIP GRANT\nThe Digital Equity Leadership Grant purpose is to aid in closing the digital\ndivide, promote digital inclusion, and achieve digital equity.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Authorize the submittal of the grant application to the California\nEmerging Technology Fund (CETF) and related authorizations; and\n2. Authorize the City Manager or designee to execute all documents\nas the signature authority.

CONSIDERATION AND APPROVAL OF RESOLUTION NOS 24-168\nTHROUGH 24-172, CREATING NEW CLASSIFICATIONS AND\nUPDATING CERTAIN CLASSIFICATIONS AND JOB DESCRIPTIONS\nApproval of the attached resolutions would create the new classifications\nof Senior Public Works Analyst, Planning Manager and Code Enforcement\nCoordinator and update and revise the classifications of Community\nServices Manager, and Senior Services & Transportation Supervisor.\nRECOMMENDED ACTION: Staff recommends City Council adopt the\nattached Resolutions No. 24-168 through 24-172 adding and/or revising\nthe positions of Planning Manager; Code Enforcement Coordinator,\nCommunity Services Manager and Senior Services & Transportation\nSupervisor. The job title of Recreation Manager would be changed to\nCommunity Services Manager. The job title of Senior Services Supervisor\nwould be changed to Senior Services & Transportation Supervisor, and\nthe job title of Permit Technician would be changed to Code Enforcement\nSupervisor. The job title of Transportation and Senior Services Manager\nwould be changed to Senior Public Works Analyst. Class Specifications for\nall five (5) positions would also be updated and/or revised.

CONSIDERATION AND APPROVAL FOR AUTHORIZATION TO\nADVERTISE FOR CONSTRUCTION BIDS – FY24/25 PAVEMENT\nREHABILITATION PROJECT – COMMUNITY DEVELOPMENT BLOCK\nGRANT (“CDBG”)\nStaff seeks City Council approval to advertise for construction bids for the\nFY24/25 Pavement Rehabilitation Project – Community Development\nBlock Grant (“CDBG”).\nRECOMMENDED ACTION: Staff recommends City Council approve the\nconstruction bid package to solicit bids for the FY24/25 Pavement\nRehabilitation Project – CDBG.

7.g. APPROVAL OF CONTRACT CHANGE ORDER TO ELECNOR BELCO,\nINC. FOR THE TRAFFIC SIGNAL IMPROVEMENTS AT VARIOUS\nSIGNALIZED INTERSECTIONS PROJECT (HSIPL-5352(020))\nOn October 10, 2023, Elecnor Belco, Inc. was awarded a contract for\nTraffic Signal Improvements at Various Signalized Intersections. During\nconstruction, an unforeseen issue at Rush Street and Chico Avenue\nrequires new conduit installation for the pedestrian countdown displays.\nStaff recommends approving Contract Change Order 01 for $88,709.17 to\nElecnor Belco, Inc., funded by Caltrans Highway Safety Program (HSIP)\nCycle 9 funds\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Approve Contract Change Order (CCO 01) to Elecnor Belco, Inc.\nfor the Traffic Signal Improvements at Various Signalized\nIntersections Project in the amount of $88,709.17;\n2. Authorize the City Manager to increase Elecnor Belco, Inc.’s\npurchase order for the project from $381,707.00 to $470,416.17;\nand\n3. Approve a revised 15% contingency amount of $70,571.73:\nreflecting an increase to the original contingency amount of\n$57,265.05 by $13,306.38; for a new project construction budget\namount not to exceed $483,722.55.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-194,\nAPPROVING SPECIAL ASSESSMENT FOR UNPAID TRASH\nCOLLECTION FEES AS OF MARCH 31, 2024, DELINQUENT AND\nOUTSTANDING AT JUNE 1, 2024.\nPursuant to Article 4, Section 13.12.290, of the South El Monte, California\nMunicipal Code, and California Health & Safety Code Sections 5470 et\nseq., the City Council of the City of South El Monte (“City”) will hold a\nPublic Hearing to consider Special Assessment against property owners\nfor unpaid delinquent trash collection fees. The City is proposing to place\nthese delinquent accounts on the Los Angeles County tax roll for collection\nwith the City’s General Property Taxes, and has prepared and filed a\nwritten report (the “Report” as Exhibit A to the Resolution) describing each\ndelinquent parcel of real property.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Open the public hearing;\n2. Take public testimony and protests to the amount of the fees and the\nReport; and\n3. Close the public hearing; and\n4. Count/tabulate protests, announce results and consider all objections\nor protests, if any, to the Report; and\n5. Assuming there is no majority protest by the owners of a majority of\nthe separate parcels subject to the delinquent charges, then adopt, by a\ntwo-thirds vote of the Council membership, Resolution 24-194 (Attachment\nA hereto), approving the Report of delinquent accounts to be placed as\nspecial assessment on the FY2024-2025 property tax roll and authorizing\nthe City Manager, or his designee, to submit to the Los Angeles County\nAssessor the delinquent account Report.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-195,\nADOPTING THE CITY'S FISCAL YEAR (FY) 2024-25 GANN\nAPPROPRIATION LIMIT\nA Resolution adopting the City's Fiscal Year (FY) 2024-25 Appropriation\nLimit pursuant to Article XIIIB of the State of California Constitution.\nRECOMMENDED ACTION: Staff recommends City Council adopt\nResolution No. 24-195, establishing the City’s Appropriation Limit at\n$182,659,067 for FY 2024-25.
