3.4 Final Seven-Year Capital Improvement Program (7-Year CIP) and City’s Pavement\nManagement Plan (PMP) Update for Measure M2 Eligibility Submittal for Fiscal Year\n2024-2025 through 2030-2031.\nRECOMMENDATION:\nA. Approve the Final Seven-Year Capital Improvement Program (7-Year CIP) for Fiscal\nYear 2024-2025 through 2030-2031, and authorize its submittal to the Orange County\nTransportation Authority (OCTA) along with other required documents for the M2\nEligibility compliance; and\nB. Approve the City’s Pavement Management Plan (PMP) bi-annual update for the Citywide\nMaster Plan of Arterial Highways (MPAH), Arterial, and Collectors; and\nC. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL\nOF THE CITY OF WESTMINSTER, CALIFORNIA, CONCERNING THE STATUS AND\nUPDATE OF THE PAVEMENT MANAGEMENT PLAN (PMP) FOR THE MEASURE M2\n(M2) PROGRAM.”
