3.A.6. Sole Source Equipping of New Grand Well Potable Water Treatment Plant\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Determine that engaging in a competitive procurement process for this project\nwould not result in a competitive advantage to the City, pursuant to Public\nContract Code section 3400(c)(2) and San Jacinto Municipal Code\n§3.08.070(C)(1), as Pureflow Filtration is the only source that provides the\nneeded equipment for the New Grand Well treatment plant as the equipment is\nnecessary to ensure compatibility with other equipment in use on another\nparticular public improvement. Further, a competitive procurement process for\nthe same product was previously conducted pursuant to Municipal Code\n§3.08.070(C)(2), and therefore, engaging in the competitive procurement\nprocess on this project would not result in a competitive advantage to the City.\n2. Determine that the project was previously analyzed under the California\nEnvironmental Quality Act (CEQA) and that the City Council adopted a\nNotice of Exemption on August 17, 2021. Since then, there have been no\nsubstantial changes in the project, its environment, or the surrounding\nneighborhood that would necessitate additional review under CEQA. The\npreviously adopted Notice of Exemption remains valid and applicable,\nensuring compliance with all relevant regulatory requirements.\n3. Award the contract to Pureflow Filtration for the sum of $1,685,850.
