A. ORDINANCE NO. 709 AMENDING CHAPTER 153 OF THE SAN GABRIEL\nMUNICIPAL CODE RELATING TO EMERGENCY SHELTERS, GROUP\nHOMES, LOWER BARRIER NAVIGATION CENTER, SUPPORTIVE AND\nTRANSITIONAL HOUSING (ZTA24-003) – INTRODUCTION AND FIRST\nREADING\nThe proposed Zone Text Amendment would amend Chapter 153 of the San\nGabriel Municipal Code relating to Emergency Shelters, Group Homes,\nLower Barrier Navigation Center, Supportive and Transitional Housing. The\nproposed Zone Text Amendment is intended to implement the goals and\nprograms identified in the 2021-2029 Housing Element. The Fiscal Year\n2024-2025 Adopted Budget includes the cost for required legal publication\n(Account No. 121-702-00-65-000) and codification (Account No. 121-702-\n00-22-000) of the ordinance, if adopted by the City Council.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\namendments were reviewed for compliance with the California Environmental\nQuality Act (CEQA). An initial Study/Negative Declaration (IS/ND) was\nprepared for the 2021-2029 Housing Element, as required by CEQA, Public\nResources Code (PRC) Section 21000 et seq., the CEQA Guidelines, and the\nCity of San Gabriel Local Guidelines for Implementing CEQA. The IS/ND\nconsidered the policies and programs outlined in the Housing Element. The\nHousing Element establishes the objectives, policies, and programs to assist\nthe City in achieving state-mandated housing goals. No formal land use\nchanges or physical development are proposed at this time and future land\nuse and physical development would require separate environmental\nevaluation.\nRecommended Action:\nStaff recommends that the City Council:\n1. Conduct the public hearing and discuss proposed Ordinance No. 709;\n2. Waive full reading and introduce Ordinance No. 709 by title only:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN\nGABRIEL, CALIFORNIA, AMENDING CHAPTER 153 (ZONING CODE)\nOF THE SAN GABRIEL MUNICIPAL CODE RELATING TO EMERGENCY\nSHELTERS, GROUP HOMES, LOWER BARRIER NAVIGATION CENTER,\nSUPPORTIVE AND TRANSITIONAL HOUSING.\n3. Waive future reading of the Ordinance and schedule the second reading\nand adoption of the Ordinance for the next regular City Council meeting.\nThe Ordinance would then become effective 30 days after adoption.
