FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH\nARCHITECTURAL RESOURCES GROUP (ARG) FOR PREPARATION OF\nHISTORIC RESOURCES SURVEY PHASE 2\nThe Community Development Department is requesting a First Amendment to\nan existing professional services agreement with Architectural Resources Group\n(ARG) for preparation of a citywide historic resources survey. On October 3,\n2023, the City Council approved the Professional Services Agreement with ARG\nand authorized the City Manager to execute said agreement and issue a\npurchase order in the amount of $40,000. The project is nearing completion,\nbut additional time is needed for the full completion of the survey report and\ndistrict maps. No additional funds are requested as part of this term extension.\nFunds have already been allocated as part of Fiscal Year 2024-2025.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the First Amendment to the Professional Services Agreement with\nArchitectural Resources Group (ARG) to extend the term of the agreement\ntill December 3, 2024; and\n2. ACCEPTANCE OF GRANT FROM ASSEMBLYMEMBER FONG’S OFFICE,\nAGREEMENT WITH LA CASA DE SAN GABRIEL COMMUNITY CENTER TO\nINCLUDE APPROVAL OF IMPROVEMENT PROJECT AND ACCEPTANCE OF\nNOTICE OF EXEMPTION [RESOLUTION NO. 24-16]\nThe City was notified that it would be receiving targeted state funding on behalf\nof La Casa de San Gabriel Community Center. As the recipient and administrator\nof the funds, the City has developed an agreement with La Casa to ensure\nproper compliance with the requirements of the grant. For the administration\nof the La Casa grant, La Casa will pay for the received services and, through the\nCity, will request reimbursement from the State agency. As with the similar\ngrant for Friends of La Laguna, staff is recommending that the City forego\ncollecting an administrative fee to oversee the grant.\nCalifornia Environmental Quality Act (CEQA) Determination: The improvement\nprojects to be completed at La Casa are exempt from the requirements of CEQA,\nper Guidelines 15331, Class 31, which applies to “projects limited to maintenance,\nrepair, stabilization, rehabilitation, restoration, preservation, conservation or\nreconstruction of historical resources in a manner consistent with the Secretary\nof the Interior’s Standards for the Treatment of Historic Properties with Guidelines\nfor Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings\n(1995), Weeks and Grimmer.”\nRecommended Action:\nStaff recommends that the City Council:\n1. Accept the Grant from Assemblymember Fong’s Office on behalf of La Casa.\n2. Approve the agreement with La Casa and the improvement project with\nreview by the Community Development Department, as necessary.\n3. Find the project is exempt from California Environmental Quality Act (CEQA)\npursuant to CEQA Guidelines Section 15331 and authorize the City Manager\nto file the attached Notice of Exemption.\n4. Authorize the City Manager to act as the authority on the City’s behalf.

A. ORDINANCE NO. 709 AMENDING CHAPTER 153 OF THE SAN GABRIEL\nMUNICIPAL CODE RELATING TO EMERGENCY SHELTERS, GROUP\nHOMES, LOWER BARRIER NAVIGATION CENTER, SUPPORTIVE AND\nTRANSITIONAL HOUSING (ZTA24-003) – INTRODUCTION AND FIRST\nREADING\nThe proposed Zone Text Amendment would amend Chapter 153 of the San\nGabriel Municipal Code relating to Emergency Shelters, Group Homes,\nLower Barrier Navigation Center, Supportive and Transitional Housing. The\nproposed Zone Text Amendment is intended to implement the goals and\nprograms identified in the 2021-2029 Housing Element. The Fiscal Year\n2024-2025 Adopted Budget includes the cost for required legal publication\n(Account No. 121-702-00-65-000) and codification (Account No. 121-702-\n00-22-000) of the ordinance, if adopted by the City Council.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\namendments were reviewed for compliance with the California Environmental\nQuality Act (CEQA). An initial Study/Negative Declaration (IS/ND) was\nprepared for the 2021-2029 Housing Element, as required by CEQA, Public\nResources Code (PRC) Section 21000 et seq., the CEQA Guidelines, and the\nCity of San Gabriel Local Guidelines for Implementing CEQA. The IS/ND\nconsidered the policies and programs outlined in the Housing Element. The\nHousing Element establishes the objectives, policies, and programs to assist\nthe City in achieving state-mandated housing goals. No formal land use\nchanges or physical development are proposed at this time and future land\nuse and physical development would require separate environmental\nevaluation.\nRecommended Action:\nStaff recommends that the City Council:\n1. Conduct the public hearing and discuss proposed Ordinance No. 709;\n2. Waive full reading and introduce Ordinance No. 709 by title only:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN\nGABRIEL, CALIFORNIA, AMENDING CHAPTER 153 (ZONING CODE)\nOF THE SAN GABRIEL MUNICIPAL CODE RELATING TO EMERGENCY\nSHELTERS, GROUP HOMES, LOWER BARRIER NAVIGATION CENTER,\nSUPPORTIVE AND TRANSITIONAL HOUSING.\n3. Waive future reading of the Ordinance and schedule the second reading\nand adoption of the Ordinance for the next regular City Council meeting.\nThe Ordinance would then become effective 30 days after adoption.

E. SERVICE AGREEMENT WITH CINTAS CORPORATION FOR UNIFORMS\nRENTALS, REPAIRS, AND LAUNDRY SERVICE FOR PUBLIC WORKS IN THE\nAMOUNT OF $26,400 ANNUALLY\nThe Public Works Department requires all field staff to wear a City-issued\nuniform. In August 2019, the City entered into a five-year service agreement\nwith Cintas Corporation to provide uniform services, including uniform rental,\nlaundry, and repair for all field staff. The contract will expire on August 31, 2024.\nThis item requests Council’s approval to enter a five-year Service Agreement\nwith Cintas Corporation through OMNIA Partners, a nationwide cooperative\npurchasing organization. The cost of service will be $26,400 annually and is\nincluded in the Fiscal Year 2024-2025 budget.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve a five-year Service Agreement\nwith Cintas Corporation and authorize the City Manager to approve a Purchase\nOrder with Cintas Corporation for $26,400 annually using Field Operations\nDivision budget account 121-800-02-43-000 for $19,200 and Sewer budget\naccount 137-800-01-43-000 for $7,200.

F. PURCHASE OF A FIRE DEPARTMENT STAFF VEHICLE NOT TO EXCEED THE\nBUDGETED AMOUNT OF $80,000\nThe San Gabriel Fire Department utilizes a variety of vehicles in its fleet to meet\nemergency response and administrative responsibilities. The proposed new\nvehicle will replace a 2004 Chevrolet Tahoe that has more than 215,000 miles\nand has served as the primary emergency vehicle for the past five Fire Chiefs,\nFire Prevention, and is currently assigned to a Division Chief. The total purchase\nprice, including tax, documentation and delivery is not to exceed $80,000. The\nacquisition is included in the Fiscal Year 2024-2025 budget and funded in the\nFleet Replacement Fund.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to issue a\npurchase order in an amount up to $80,000 to a dealership with a suitable\nvehicle as detailed in the Staff Report.

G. APPROVAL OF FISCAL YEAR 2024-2025 FIRE DEPARTMENT SUPPLIES AND\nEQUIPMENT OPEN PURCHASE ORDERS OF UP TO BUDGETED AMOUNTS\n$84,210 AND $65,000\nThe San Gabriel Fire Department, during daily operations, maintains a supply\nof expendable items and durable equipment to fulfil its mission. Open purchase\norders, renewed each Fiscal Year (FY) are used to keep the Department stocked\nwith personal protective equipment, paramedic, and firefighting supplies,\ndelivered on an as-needed basis. Vendors, reviewed regularly, are selected\nthrough competitive bid, piggyback and cooperative purchasing agreements.\nParamedic and Firefighting equipment and supplies are budgeted for FY 2024-\n2025 as line items in the amount of $84,210 (Emergency Medical Service\nSupplies) and $65,000 (Personal Protective Equipment). Allocation for these\npurchases is made from the 121-761-00-21-000 account and are fully funded\nin the adopted budget.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the issuance of open\npurchase orders of up to the budgeted amounts of $84,210 for Life Assist, Inc.\nand of up to the budgeted amount of $65,000 to Municipal Emergency Services.\nAll purchases are to be made pursuant to Title III, Section 34.35 of the San\nGabriel Municipal Code, permitting the City to piggyback on a contract or\ncooperative purchasing agreement prepared by and processed through\nanother local, state, or federal government agency.

H. 2025 SAN GABRIEL LUNAR LANTERN FESTIVAL\nSince 2016, the City of San Gabriel has hosted a Lunar New Year Festival in the\nMission District. For the 2025 event, celebrating the year of the Snake, staff\nproposes a two-day event with co-producer World Journal Los Angeles (WJLA)\nheld on Saturday, February 1, from 12:00-9:00 pm and Sunday, February 2, from\n12:00-8:00 pm. Event costs will be covered by WJLA and associated sponsors.\nIn-kind costs of staff time for street closures, public safety personnel, etc. will\nbe covered by the City. Additionally, the costs of the welcome gathering for\ndignitaries, which is approximately $300, will be covered by the City. This cost\nconstitutes a great savings from the $30,000 budget allocated for this event.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines, as a short two-day event\nwill not have any foreseeable impacts on the environment.\nRecommended Action:\nStaff recommends that the City Council approve the proposal and draft the\nProfessional Services Agreement to authorize World Journal Los Angeles to\nproduce the 2025 Lunar Lantern Festival and authorize the City Manager to sign\nthe final agreement.

A. PURCHASE OF AUTOMATED LICENSE PLATE READER SYSTEM AND\nBALLISTIC HELMETS FROM FLOCK SAFETY AND PROFORCE LAW\nENFORCEMENT UNDER 2021 STATE HOMELAND SECURITY GRANT\nPROGRAM IN THE AMOUNT OF $61,500 AND $57,920.79\nRESPECTIVELY\nThe U.S. Department of Homeland Security provides funding to State and\nlocal governments through the State Homeland Security Program (SHSP).\nSan Gabriel Police Department is allocated $119,354, which is exclusively\ndedicated to procurement of Automated License Plate Readers (ALPRs) and\nBallistic Helmets. The 2021 SHSP sub-recipient agreement and Resolution\nNo. 23-21 were presented and approved by the City Council on May 2, 2023,\nwhich awarded the City $119,354 in grant funds. This program does not\nrequire matching funds from the City. The initial outlay of $119,354 for the\nALPRs and Ballistic Helmets will be fully funded by the 2021 SHSP grant\naward. The deadline to use these funds is November 2024 and will be\nreimbursed within 120 days of the submission of a reimbursement request.\nIn year 2 and onward, the annual subscription with FLOCK Safety for the\nALPRs will be $60,000 per year, funded by the General Fund.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to\npurchase FLOCK Safety Automated License Plate Readers and PROFORCE\nLaw Enforcement Ballistic Helmet equipment using the allocated State\nHomeland Security Program grant funding.

B. GENERAL PLAN UPDATE DISCUSSION\nUnder the provisions of Government Code Section 65300, each City and\nCounty shall prepare and adopt a comprehensive, long-term general plan\nfor the physical development of a City and County. The general plan shall\nconsist of a statement of development policies and include the following\neight mandatory elements: land use, circulation, housing, conservation,\nopen space, noise, safety, and environmental justice. The City of San Gabriel\nadopted it general plan in January 1990 and a comprehensive update in\n2004. There is no fiscal impact at this time.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council discuss a potential general plan\nupdate and provide direction to staff to initiate a comprehensive update of\nthe 2004 General Plan. This will allow the City to update all the mandated\nelements in the General Plan as well as add newly required elements. A\ncomprehensive update will allow all the elements to be consistently current.\nA comprehensive update will be a multi-year project with associated costs.\nIf the City Council provides direction to proceed with a comprehensive or\nfocus update, and Request for Proposal (RFP) will be issued to select a\nqualified consulting firm to work on the project and to work with staff to\nfacilitate the process. Either concurrent or subsequent to selecting a\nqualified consulting firm, the City Council can also initiate the process to\nform an advisory committee.\nAlternative 1: Initiate a focus update and update elected elements in the\nGeneral Plan. This can potentially be accomplished within a year’s time and\nthe costs would be less than a comprehensive update. This City Council can\nprioritize which elements, such as adding an Environmental Justice Element\nto identify objectives and policies to reduce health risks to disadvantaged\ncommunities and promote food access, safe and sanitary homes, and\nphysical activity, or updating the Safety Element to address risks associated\nwith earthquakes, flooding, wildland, and urban fires.\nAlternative 2: Maintain the General Plan. This means all the policies and\ngoals identified in the existing 2004 General Plan will remain the same with\nno changes until a future time.

C. VALLEY BOULEVARD SPECIFIC PLAN AMENDMENT DISCUSSION\nOn May 4, 2021, the Community Development Department provided an\nupdate to the City Council on the state of the local retail industry in San\nGabriel, data on the impacts of the pandemic on sales tax, and efforts in\nplace to assist existing and new businesses. On July 6, 2021, a follow up\nreport was provided to the City Council to address requested supplemental\ninformation raised at the May 4th meeting. This report serves as a follow-up\nto the City Council’s direction to staff to initiate the process to amend the\nValley Boulevard Specific Plan to allow ground floor office use. Additionally,\nStaff is seeking direction on establishing minimum densities within the\nValley Boulevard Specific Plan area as outlined in Program 12 of the 2021-\n2029 Housing Element. There is no fiscal impact, this is an information item\nonly.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council provide comments or directions on\nground floor office use and establishing minimum densities.
