C. VALLEY BOULEVARD SPECIFIC PLAN AMENDMENT DISCUSSION\nOn May 4, 2021, the Community Development Department provided an\nupdate to the City Council on the state of the local retail industry in San\nGabriel, data on the impacts of the pandemic on sales tax, and efforts in\nplace to assist existing and new businesses. On July 6, 2021, a follow up\nreport was provided to the City Council to address requested supplemental\ninformation raised at the May 4th meeting. This report serves as a follow-up\nto the City Council’s direction to staff to initiate the process to amend the\nValley Boulevard Specific Plan to allow ground floor office use. Additionally,\nStaff is seeking direction on establishing minimum densities within the\nValley Boulevard Specific Plan area as outlined in Program 12 of the 2021-\n2029 Housing Element. There is no fiscal impact, this is an information item\nonly.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council provide comments or directions on\nground floor office use and establishing minimum densities.
