D. ACCEPTANCE OF GRANT FROM ASSEMBLYMEMBER FONG’S OFFICE,\nAGREEMENT WITH LA CASA DE SAN GABRIEL COMMUNITY CENTER TO\nINCLUDE APPROVAL OF IMPROVEMENT PROJECT AND ACCEPTANCE OF\nNOTICE OF EXEMPTION [RESOLUTION NO. 24-16]\nThe City was notified that it would be receiving targeted state funding on behalf\nof La Casa de San Gabriel Community Center. As the recipient and administrator\nof the funds, the City has developed an agreement with La Casa to ensure\nproper compliance with the requirements of the grant. For the administration\nof the La Casa grant, La Casa will pay for the received services and, through the\nCity, will request reimbursement from the State agency. As with the similar\ngrant for Friends of La Laguna, staff is recommending that the City forego\ncollecting an administrative fee to oversee the grant.\nCalifornia Environmental Quality Act (CEQA) Determination: The improvement\nprojects to be completed at La Casa are exempt from the requirements of CEQA,\nper Guidelines 15331, Class 31, which applies to “projects limited to maintenance,\nrepair, stabilization, rehabilitation, restoration, preservation, conservation or\nreconstruction of historical resources in a manner consistent with the Secretary\nof the Interior’s Standards for the Treatment of Historic Properties with Guidelines\nfor Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings\n(1995), Weeks and Grimmer.”\nRecommended Action:\nStaff recommends that the City Council:\n1. Accept the Grant from Assemblymember Fong’s Office on behalf of La Casa.\n2. Approve the agreement with La Casa and the improvement project with\nreview by the Community Development Department, as necessary.\n3. Find the project is exempt from California Environmental Quality Act (CEQA)\npursuant to CEQA Guidelines Section 15331 and authorize the City Manager\nto file the attached Notice of Exemption.\n4. Authorize the City Manager to act as the authority on the City’s behalf.
