A. PURCHASE OF AUTOMATED LICENSE PLATE READER SYSTEM AND\nBALLISTIC HELMETS FROM FLOCK SAFETY AND PROFORCE LAW\nENFORCEMENT UNDER 2021 STATE HOMELAND SECURITY GRANT\nPROGRAM IN THE AMOUNT OF $61,500 AND $57,920.79\nRESPECTIVELY\nThe U.S. Department of Homeland Security provides funding to State and\nlocal governments through the State Homeland Security Program (SHSP).\nSan Gabriel Police Department is allocated $119,354, which is exclusively\ndedicated to procurement of Automated License Plate Readers (ALPRs) and\nBallistic Helmets. The 2021 SHSP sub-recipient agreement and Resolution\nNo. 23-21 were presented and approved by the City Council on May 2, 2023,\nwhich awarded the City $119,354 in grant funds. This program does not\nrequire matching funds from the City. The initial outlay of $119,354 for the\nALPRs and Ballistic Helmets will be fully funded by the 2021 SHSP grant\naward. The deadline to use these funds is November 2024 and will be\nreimbursed within 120 days of the submission of a reimbursement request.\nIn year 2 and onward, the annual subscription with FLOCK Safety for the\nALPRs will be $60,000 per year, funded by the General Fund.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to\npurchase FLOCK Safety Automated License Plate Readers and PROFORCE\nLaw Enforcement Ballistic Helmet equipment using the allocated State\nHomeland Security Program grant funding.
