7) PROGRAM YEAR (PY) 2024 COMMUNITY DEVELOPMENT\nBLOCK GRANT (CDBG) ACTION PLAN\nIt is recommended that the City Council take the following actions:\n1. Approve the proposed Program Year (PY) 2024 CDBG Action\nPlan; and\n2. Designate the City Manager, or the City Manager’s designee,\nas the official representative of the City to administer the\nprograms, to execute and submit all required agreements,\ncertifications, and documents required by the U.S. Department\nof Housing and Urban Development (HUD), and to execute all\nsubrecipient agreements for the use of funds approved in the\nPY 2024 Annual Action Plan; and\n3. Authorize the City Manager to negotiate and execute all\nnecessary documents, in such final form as approved by the\nCity Attorney, to carry out the City Council's direction.\n4. Approve the following resolution:\nRESOLUTION NO. 2024-45 - A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF\nWEST COVINA, CALIFORNIA, ADOPTING A BUDGET\nAMENDMENT FOR THE FISCAL\nYEAR COMMENCING JULY 1, 2024 AND ENDING JUNE\n30, 2025 (PY 2024 CDBG ACTION PLAN)
