5. AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT\nWITH LAYNE CHRISTENSEN COMPANY TO PROVIDE LABOR AND\nMATERIALS FOR\nDRILLING, CONSTRUCTION, AND TESTING OF THE EXPLORER\nWELL FOR AN AMOUNT NOT-TO-EXCEED $2,921,442 FOR THE\nWATER AND POWER\nDEPARTMENT (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Adopt the Mitigated Negative Declaration and Mitigation\nMonitoring and Reporting Program; and\n(2) Accept the bid dated May 30, 2024, submitted by Layne\nChristensen Company in response to Project ID: 2024-IFB-LM-043 to\nprovide labor and materials for\ndrilling, construction, and testing of the Explorer Well, and authorize\nthe City Manager to enter into a contract for an amount not-to-exceed\n$2,921,442, which includes the\nbase amount of $2,540,382 and a contingency of $381,060 to provide\nfor any necessary change orders.
