AUTHORIZE THE CITY MANGER TO ENTER INTO A CONTRACT\nWITH THE SAN DIEGO ASSOCIATION OF GOVERNMENTS FOR THE\nPROJECT SAFE\nNEIGHBORHOODS GRANT FUNDS (Police Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the project proposed herein is exempt under the\nCalifornia Environmental Quality Act (“CEQA”) Guidelines Section\n15061(b)(3); the “Common Sense”\nexemption that CEQA only applies to projects that may have an\neffect on the environment;\n(2) Modify the prior contract authorization with the State of\nCalifornia Office of Traffic Safety for accepting of the Selective Traffic\nEnforcement Program (STEP) and\nthe Project Safe Neighborhoods Grant Funds to reflect the City\nManager’s authority to contract with the San Diego Association of\nGovernments for the Project Safe\nNeighborhoods grant.

AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT\nWITH LAYNE CHRISTENSEN COMPANY TO PROVIDE LABOR AND\nMATERIALS FOR\nDRILLING, CONSTRUCTION, AND TESTING OF THE EXPLORER\nWELL FOR AN AMOUNT NOT-TO-EXCEED $2,921,442 FOR THE\nWATER AND POWER\nDEPARTMENT (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Adopt the Mitigated Negative Declaration and Mitigation\nMonitoring and Reporting Program; and\n(2) Accept the bid dated May 30, 2024, submitted by Layne\nChristensen Company in response to Project ID: 2024-IFB-LM-043 to\nprovide labor and materials for\ndrilling, construction, and testing of the Explorer Well, and authorize\nthe City Manager to enter into a contract for an amount not-to-exceed\n$2,921,442, which includes the\nbase amount of $2,540,382 and a contingency of $381,060 to provide\nfor any necessary change orders.
