14. CONSIDERATION OF CHARTER STUDY TASK FORCE\nRECOMMENDATIONS FOR POSSIBLE CHARTER AMENDMENT\nMEASURE(S) TO SUBMIT TO VOTERS\nON THE NOVEMBER 5, 2024 GENERAL MUNICIPAL ELECTION\nBALLOT; AND DIRECTION TO CITY STAFF ON THE PREPARATION\nOF ANY NECESSARY\nRESOLUTIONS, AS WELL AS A SUPPLEMENTAL VOTER\nINFORMATION PAMPHLET\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is not a\n“project” subject to the California Environmental Quality Act (CEQA)\npursuant to State CEQA Guidelines\nSection 21065 and within the meaning of Section 15378(b);\n(2) Consider recommendations made by the Charter Study Task\nForce, and determine how to proceed on Charter Amendment and/or\nAdministrative recommendations;\n(3) Direct City staff on the preparation of any necessary\nresolutions to place one or more Charter Amendment measures on the\nNovember 5, 2024 General Municipal\nElection ballot for the City of Pasadena; and\n(4) Direct City staff on the preparation of a separate supplemental\nvoter information pamphlet to send to voters in the City of Pasadena for all\nrelated City of Pasadena\nballot measures for the November 5, 2024 General Municipal Election
