5. National Opioid Settlement with Defendant Kroger Co.\nRecommendation\n1. Staff recommends that the City Council opt into the settlement agreement with\nKroger for the impacts of the opioid addiction crisis, allocate the City’s portion\nof the settlement funds to the County of Orange, and authorize the City\nManager to take all actions necessary to implement the settlement; and,\n2. Grant the City Manager authority to enter into and execute future similar\nagreements related to the nation-wide opioid settlements.
