3. AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE MONTEREY PARK\nPOLICE DEPARTMENT FOR SUPPLEMENTAL LAW ENFORCEMENT SERVICES FOR SPECIAL\nEVENTS AT THE ROSE BOWL NOT-TO-EXCEED $500,000 OVER FIVE YEARS (Police Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the proposed action in the agenda report is covered by the “Common Sense” exemption set\nforth in State California Environmental Quality Act (“CEQA”) Guidelines Section 15061(b)(3) that CEQA\nonly applies to projects that may have a significant effect on the environment;\n(2) Authorize the City Manager to enter into a contract, not-to-exceed $500,000 for five years with the\nMonterey Park Police Department for supplemental law enforcement services for special events at the\nRose Bowl. Grant the recommended contract an exemption from the Competitive Bidding process pursuant\nto City Charter Section 1002(H), contracts with other government entities; and\n(3) Grant the recommended contract an exemption from the Competitive Selection process pursuant to\nPasadena Municipal Code, Section 4.08.049(A)(3), contracts with other government entities or their\ncontractors for labor, material, supplies or services.
