AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE ALHAMBRA POLICE\nDEPARTMENT FOR SUPPLEMENTAL LAW ENFORCEMENT SERVICES FOR SPECIAL\nEVENTS AT THE ROSE BOWL NOT-TO-EXCEED $500,000 OVER FIVE YEARS (Police Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the proposed action in the agenda report is covered by the “Common Sense” exemption set\nforth in State California Environmental Quality Act (“CEQA”) Guidelines Section 15061(b)(3) that CEQA\nonly applies to projects that may have a significant effect on the environment;\n(2) Authorize the City Manager to enter into a contract, not-to-exceed $500,000 for five years with the\nAlhambra Police Department for supplemental law enforcement services for special events at the Rose\nBowl. Grant the recommended contract an exemption from the Competitive Bidding process pursuant to\nCity Charter Section 1002(H), contracts with other government entities; and\n(3) Grant the recommended contract an exemption from the Competitive Selection process pursuant to\nPasadena Municipal Code, Section 4.08.049(A)(3), contracts with other government entities or their\ncontractors for labor, material, supplies or services.

AUTHORIZE CITY MANAGER TO EXECUTE RECURRING SERVICE AGREEMENT WITH COUNTY OF\nLOS ANGELES FOR DIAL-A-RIDE SERVICES TO RESIDENTS IN THE UNINCORPORATED\nAREAS OF ALTADENA, KINNELOA, CHAPMAN WOODS, AND EAST SAN GABRIEL IN FISCAL YEAR\n2025 THROUGH FISCAL YEAR 2027 (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is covered by the “Common-Sense” exemption set\nforth in the California Environmental Quality Act (CEQA) Section 15061(b)(3) as CEQA only applies to\nprojects that may have a significant effect on the environment; and\n(2) Authorize the City Manager to execute the recurring service Agreement with the County of Los\nAngeles for the City of Pasadena to provide Pasadena Dial-A-Ride services to residents in the\nunincorporated areas of Altadena, Kinneloa, Chapman Woods, and East San Gabriel, for the period July 1,\n2024 to June 30, 2027. FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO SIGN ANY AND ALL AGREEMENTS\nWITH THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY FOR\nTHE LOCAL TRANSIT SYSTEM SUBCOMMITTEE ZERO EMISSION VEHICLE CALL FOR PROJECTS\nTO RECEIVE $5,000,000 IN GRANT FUNDING FOR THE LAUNCHING PASADENA TRANSIT\nAND PASADENA DIAL-A-RIDE’S ZERO EMISSION TRANSITION PROJECT AND AMEND THE FISCAL\nYEAR 2025 CAPITAL IMPROVEMENT PROGRAM BUDGET (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is covered by the “Common Sense” exemption\nset forth in the State California Environmental Quality Act (“CEQA”) Guidelines Section 15061(b)(3) as\nCEQA only applies to projects that may have a significant effect on the environment;\n(2) Authorize the City Manager to sign any and all agreements with the Los Angeles County\nMetropolitan Transportation Authority for the Local Transit System Subcommittee Zero Emission Vehicle Call for\nProjects to receive $5,000,000 in grant funding for the Launching Pasadena Transit and Pasadena Dial-A-\nRide’s Zero Emission Transition project; and\n(3) Amend the FY 2025 Capital Improvement Program Budget by appropriating $295,500 in\nProposition A local transit funds (Fund 208) to the Purchase of Dial-A-Ride Vehicles (75086) project.

FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO AMEND CONTRACT NO. 9706-3 WITH\nNORTON SIMON MUSEUM TO INCREASE THE ANNUAL LANDSCAPE MAINTENANCE\nCONTRACT BUDGET BY $171,144 THEREBY INCREASING THE GRAND TOTAL TO $337,104,\nSUBJECT TO ANNUAL CONSUMER PRICE INDEX INCREASE (PRCS Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not a project subject to the California\nEnvironmental Quality Act (CEQA) pursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3),\nand\n15378 of the State CEQA Guidelines, and as such, no environmental document pursuant to CEQA is\nrequired;\n(2) Authorize the City Manager to amend contract No. 9706-3 with Norton Simon Museum, to increase\nthe contract amount by $171,144 thereby increasing the grand total to $337,104, subject to annual\nConsumer Price Index; and\n(3) Amend the Parks, Recreation and Community Services Department FY2025 Operating Budget by\nappropriating $171,144 from the unappropriated fund balance of the General Fund (101) to cover increased\nexpenses related to landscape maintenance at Norton Simon Museum.

AUTHORIZE THE CITY MANAGER TO AMEND A CURRENT CONTRACT (NO. 32051) WITH THE LOS\nANGELES COUNTY SHERIFF’S DEPARTMENT FOR SUPPLEMENTAL LAW ENFORCEMENT\nSERVICES FOR MAJOR EVENTS OTHER THAN NEW YEAR’S ACTIVITIES NOT-TO-EXCEED\n$3,800,000 OVER FIVE YEARS WITH AN AMENDMENT INCREASE OF $800,000 FOR THE\nREMAINING TWO YEARS OF THE CONTRACT (Police Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the project proposed in the agenda report is exempt under the California Environmental\nQuality Act (“CEQA”) Guidelines Section 15061(b)(3), the “Common Sense” exemption that CEQA applies\nonly to projects that may have an effect on the environment;\n(2) Authorize the City Manager to amend contract 32050, to an amount not-to-exceed $1,000,000 per\nfiscal year for the final two years of the contract with the Los Angeles County Sheriff’s Department for\nsupplemental law enforcement services for special events other than New Year’s Activities, for a period of\nfive years not-to-exceed $3,800,000. The amount of the amendment is $400,000 per year for a total of\n$800,000. REJECTION OF BID FOR HALE BUILDING PHASE II PROJECT (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended action in the agenda report is exempt from the California Environmental\nQuality Act (“CEQA”) pursuant to State CEQA Guidelines per Section 15061(b)(3), the “Common Sense”\nexemption that CEQA only applies to projects that may have an effect on the environment; and\n(2) Reject the sole bid received on May 2, 2024, in response to the Notice Inviting Bids for the Hale\nBuilding Phase II project.

AUTHORIZE THE CITY MANAGER TO AMEND CONTRACT NO. 32675 WITH MLC CONSTRUCTORS\nINC., TO INCREASE THE CONTRACT AMOUNT BY $90,758 FOR THE PREFABRICATED\nSTORAGE BUILDING AT FIRE STATION 33 FOR A REVISED TOTAL CONTRACT AMOUNT NOT-TO-\nEXCEED $588,948 (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the contract proposed in the agenda report to be categorically exempt under the California\nEnvironmental Quality Act (CEQA) in accordance with Title 14, Chapter 3, Article 19, Section 15061, Class 3,\nthe “Common Sense” exemption that CEQA only applies to projects which have the potential for causing a\nsignificant effect on the environment;\n(2) Authorize the City Manager to amend Contract No. 32675 with MLC Constructors Inc., to increase\nthe contract amount by $90,758, which includes supplemental services of $70,758 and a contingency of\n$20,000 to provide for any necessary change orders, thereby increasing the grand total not-to-exceed\namount to $588,948 for the prefabricated storage building at Fire Station 33; and\n(3) Grant the proposed contract amendment with MLC Constructors Inc., an exemption from the\nCompetitive Bidding Process set forth in the Competitive Bidding and Purchasing Ordinance pursuant to the\nPasadena Municipal Code Section 4.08.049(B), contracts where the best interests of the City are served.

AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH H&H AUTO PARTS\nWHOLESALE FOR GENERAL MOTORS BRAND REPLACEMENT PARTS FOR AN AMOUNT NOT-TO-\nEXCEED $825,000 FOR UP TO FIVE YEARS (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is covered by the “Common Sense” exemption set\nforth in State California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3) as CEQA\nonly applies to projects that may have a significant effect on the environment; and\n(2) Authorize the City Manager to enter into a three-year contract with H&H Auto Parts Wholesale (H&H\nAuto) in response to the specifications for General Motors Original Equipment Manufacturer (OEM) Parts,\nfor an amount not-to-exceed $495,000 which includes the base contract amount of $450,000 and a\ncontingency of $45,000 to provide for any unanticipated or additional as needed parts, with the option for two\nadditional one-year extensions, in the annual amount of $165,000 which includes the base contract amount\nof $150,000 and a contingency of $15,000 at the discretion of the City Manager, for a maximum total\ncontract length of five years and a grand total contract amount of $825,000, whichever occurs first.

AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH H&H AUTO PARTS\nWHOLESALE FOR FORD BRAND REPLACEMENT PARTS FOR AN AMOUNT NOT-TO-EXCEED\n$1,925,000 FOR UP TO FIVE YEARS (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is covered by the “Common Sense” exemption set\nforth in State California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3) as CEQA\nonly applies to projects that may have a significant effect on the environment; and\n(2) Authorize the City Manager to enter into a three-year contract with H&H Auto Parts Wholesale (H&H\nAuto) in response to the specifications for Ford Original Equipment Manufacturer Parts,\nfor an amount not-to-exceed $1,155,000 which includes the base contract amount of $1,050,000 and a\ncontingency of $105,000 to provide for any unanticipated or additional as needed parts, with the option for\ntwo additional one-year extensions, in the amount of $385,000 annually which includes the base contract\namount of $350,000 and a contingency of $35,000 at the discretion of the City Manager, for a maximum|\ntotal contract length of five years and a grand total contract amount of $1,925,000, whichever occurs first.

AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH ANIXTER INC., FOR\nELECTRICAL UTILITY MEDIUM VOLTAGE CABLES FOR AN AMOUNT NOT-TO-EXCEED $28,000,000\nFOR THE WATER AND POWER DEPARTMENT (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not a project subject to the California\nEnvironmental Quality Act (“CEQA”) pursuant to Section 21065 of CEQA and State CEQA Guidelines Sections\n15060(c)(2), 15060(c)(3), and 15378, and as such, no environmental document pursuant to CEQA is\nrequired for the project; and\n(2) Award contract to lowest and best bid dated June 4, 2024, submitted by Anixter Inc., in response to\nspecifications for Electrical Utility Medium Voltage Cables (4kV and above) and authorize the City\nManager to enter into a five year contract for an amount not-to-exceed $20,000,000, whichever occurs first;\nwith the option for two additional one-year extensions for $4,000,000 each, whichever occurs first, for a\nmaximum contract amount not-to-exceed $28,000,000.

AUTHORIZE THE CITY MANAGER TO APPROVE THE VERDUGO FIRE COMMUNICATION DISPATCH\nSERVICE AGREEMENT BETWEEN THE CITIES OF BURBANK, GLENDALE AND\nPASADENA AND THE CITY OF WEST COVINA (Fire Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt from the California Environmental\nQuality Act (CEQA) pursuant to CEQA guidelines Section 15061(b)(3) "Common Sense" exemption; and\n(2) Authorize the City Manager to approve the Verdugo Fire Communications Dispatch Service\nAgreement between the Cities of Burbank, Glendale and Pasadena and the City of West Covina to contract\ndispatching services. Neither competitive bidding nor competitive selection are required pursuant to City\nCharter Section 1002(H) and Pasadena Municipal Code Section 4.08.049(A)(3), contracts with other\ngovernmental agencies.
