10. AUTHORIZE CITY MANAGER TO EXECUTE RECURRING SERVICE AGREEMENT WITH COUNTY OF\nLOS ANGELES FOR DIAL-A-RIDE SERVICES TO RESIDENTS IN THE UNINCORPORATED\nAREAS OF ALTADENA, KINNELOA, CHAPMAN WOODS, AND EAST SAN GABRIEL IN FISCAL YEAR\n2025 THROUGH FISCAL YEAR 2027 (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is covered by the “Common-Sense” exemption set\nforth in the California Environmental Quality Act (CEQA) Section 15061(b)(3) as CEQA only applies to\nprojects that may have a significant effect on the environment; and\n(2) Authorize the City Manager to execute the recurring service Agreement with the County of Los\nAngeles for the City of Pasadena to provide Pasadena Dial-A-Ride services to residents in the\nunincorporated areas of Altadena, Kinneloa, Chapman Woods, and East San Gabriel, for the period July 1,\n2024 to June 30, 2027. Competitive bidding is not required pursuant to City Charter 1002(H) (Contracts\nwith other governmental entities), and competitive selection is not required pursuant to Pasadena Municipal\nCode Section 4.08.049(A)(3), contracts with other governmental agencies.
