34. RESOLUTION APPROVING A SIDE LETTER AGREEMENT AMENDING THE\nMEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY OF ALHAMBRA\nAND THE ALHAMBRA FIREFIGHTERS’ ASSOCIATION – F2M24-2, R2M24-30, C87-\n16B, M2M24-136\nPreviously, the City Council approved a MOU between the City and the Alhambra\nFirefighters’ Association (AFA). The MOU is not set to expire until June 30, 2026. On July\n10, 2024, AFA approached City representatives and proposed and requested\ncompensation and benefit enhancements to the existing MOU. In order to retain and/or\nattract a high-quality workforce in this highly competitive climate, staff recommends\napproval of the proposed enhancements as outlined in the July 22, 2024 report of the\nDirector of Human Resources & Risk Management. These enhancements are in alignment\nwith the City Council’s goals and priorities as it pertains to retaining and recruiting quality\npublic safety personnel and first responders. Upon City Council approval, the new\ncompensation increases for AFA members would become effective the pay period\nbeginning July 18, 2024 and the increased Flex Health Plan contributions would begin in\nAugust 2024.\nRecommended Action: City Council take the following actions: 1) Adopt Resolution\nNo. R2M24-30 entitled: A Resolution of the Alhambra City Council approving a Side Letter\nof Agreement amending the Memorandum of Understanding between the City of\nAlhambra and the Alhambra Firefighters’ Association; 2) Direct the Finance Director to\nmake necessary budget adjustments with the Fiscal Year 2023-2025 Adopted Budget to\nfund the compensation and benefit enhancements for these employees; and, 3) Direct\nstaff to undertake the steps necessary to finalize Council’s action.
