1. COMMENDATIONS: ENVIRONMENTAL SCHOLARSHIP AWARD RECIPIENTS –\nF2M24-3\nMayor Pérez and City Council wish to commend the recent winners of the Third Annual\nEnvironmental Scholarship Award. Republic Services joined with the City of Alhambra to\naward five scholarships of $1,000 to Alhambra students. Each finalist submitted an essay\nbased on the theme of environmental stewardship and acknowledged the power of future\ngenerations to innovate greener living standards, an environmentally sound economy, and\nan environmentally sustainable lifestyle. The City of Alhambra is pleased to congratulate\nAlhambra students Cherry Ni, Kiara Cam and Sebastian Gonzalez for their\nachievements and for inspiring others through their dedication to the conservation of our\nplanet. AWARD CONTRACT: PURCHASE OF PORTABLE RADIOS FOR THE POLICE\nDEPARMENT – F2M24-6B, C2M24-46, M2M24-120\nPolice operations rely heavily on portable radios, which are critical for ensuring safe and\neffective services to the community. Police Department personnel currently use Motorola\nAPX 6000 radios, which are no longer supported by the manufacturer. These radios were\npurchased over 10 years ago, have exceeded their end-of-life expectancy, are longer in\nproduction, and parts for these radios are either unavailable and/or limited. The Police\nDepartment’s radio systems connect to first responders with dispatchers and other public\nsafety agencies, all who relay information via a Motorola platform. Other providers of radio\nsystems are not viable due to limitations of technology integration and compatibility.\nTransitioning from the Motorola APX 6000 radios to the Motorola APX N70 radios, along\nwith additional accessories would be viable for public safety communications and\nmodernize the Police Department’s capabilities to a reliable, cutting-edge platform that\ncan support the Department’s communication needs for years to come. Motorola has\nprovided a quote for the purchase of the APX N70 radios, including accessories that\nsupport the function of public safety operations. Sole source purchase is allowable per\nAlhambra Municipal Code section 3.36.080(B)(2).\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney to Motorola Solutions for the purchase of\nportable radios in the amount not to exceed $1,137,739.51; authorize the Chief of Police\nto execute said agreement; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action. NOTICE OF COMPLETION: ASBESTOS ABATEMENT AT THE FORMER LIBRARY\nSATELLITE BUILDING – 2025 SOUTH FREMONT AVENUE – F2M24-23, C2M24-23,\nM2M24-115\nOn April 8, 2024, the City Council awarded a contract to Resource Environmental Inc. in\nthe amount of $22,000.00 to abate asbestos from the former Satellite Library building\nlocated at 2025 South Fremont Avenue. There were no change orders associated with\nthis project. Staff has inspected this project, and all work has been completed in\naccordance with the City’s requirements and specifications. NOTICE INVITING BIDS: FY 2022-2023 SB1 STREET REHABILITATION PROJECT –\nF2M22-39, N2M24-91\nStaff is proposing a Street Rehabilitation Project for FY 2022-2023 that includes the\nfollowing areas: Chestnut, Elm, Keats, Lemon, Meridian, Mimosa, Orange St., Pepper,\nRaymond, Stockbridge and Commonwealth. Additionally, the residential streets bound by\nHuntington Dr./Main Street to the north, Meridian Avenue to the east, Poplar Boulevard to\nthe south, and Westmont Avenue to the west are included in the project. The City’s\nproposed improvements include the pavement resurfacing of 20 street segments, repairs\nof broken and off-grade sidewalk, curb and gutter, alley approaches and ADA upgrades.\nPlans and specifications have been prepared for this project. Staff reviewed the plans,\nwhich they are in conformance with the City’s standards. Once approved, these will be\nposted and advertised with the bid notice and bid instructions.\nRecommended Action: City Council authorize the distribution of a Notice Inviting\nBids for the FY 2022-2023 SB1 Street Rehabilitation Project, with bids due no later than\n10:30 a.m. on September 5, 2024; and, direct staff to undertake the steps necessary to\nfinalize Council’s action.

NOTICE INVITING BIDS: SEWER MAIN REPLACEMENT PROJECT ON ALMANSOR\nSTREET – F2M24-52, N2M24-92\nThe Sewer Master Plan identified the sewer main on Almansor Street at Lindaraxa Park\nhas a lower slope and may cause the system to be surcharged during peak wet weather\nconditions. Therefore, it is recommended the slope of the pipe be increased so that the\nsystem does not back up and cause a spill in the future. As part of the City of Alhambra’s\nUtilities Department ongoing capital improvement program, this project will replace\napproximately 300 feet of existing 8-inch sewer main. Plans and specifications have been\nprepared. Staff reviewed the plans and found them to be consistent with the City’s\nstandards.\nRecommended Action: City Council approve the distribution of a Notice Inviting Bids\nto qualified contractors for the Sewer Main Replacement Project on Almansor Street with\nbids due no later than 10:30 a.m. on September 12, 2024, and opened at 11:00 a.m. that\nsame day.

AUHORIZE RFP: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR\nPEDESTRIAN IMPROVEMENTS – F2M24-53, F2M22-33, RFP2M24-14\nOn March 11, 2024, the City Council adopted the City’s Bicycle and Pedestrian\nImprovement Plan (Plan), which specified the prioritization of eight pedestrian\nimprovement locations and various bicycle infrastructure improvements. To advance the\nCity’s pedestrian priorities, and to expedite the City’s projects as shovel ready as funding\nagreements become available, staff is requesting authorization to solicit proposals from\nqualified firms for the engineering and design, including the plans, specifications, and\nestimates for the Plan’s eight priority pedestrian improvement locations. The pedestrian\nlocations consist of: West Main Street and Poplar; Main Street Auto Row; Downtown Main\nStreet; East Main Street and Chapel Avenue; Commonwealth Avenue; Fremont Avenue;\nValley Boulevard; and South Alhambra. It is anticipated the City will be approved to utilize\n$14.4 million from Measure R funds for the installation of these improvements in Fiscal\nYear 2024-25.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals (RFP) for Professional Engineering Design Services for plans, specifications,\nand cost estimates for the City’s priority pedestrian improvement projects under the City’s\nBicycle and Pedestrian Improvement Plan; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action.

AUTHORIZE RFP: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE\n2024 CDBG ADA RAMP PROJECT – F2M24-54, RFP2M24-15\nPublic Works Department has identified 39 ADA ramp locations for proposed\nimprovements to enhance accessibility. Front St. and Atlantic Blvd, Glen View Dr., and\nGlenaven Ave., Parkview Dr. and Glenaven Ave., Glenaven Ave. and Orange Grove Ave.,\nMidwick Dr. and Alta Vista Dr., Midwick Dr. and Orange Grove Ave., Warwick Rd. and\nWestmont Dr., Westmont Dr. and Balzac St., Warwick Rd. and Avondale Rd., Warwick\nRd. and Westboro Ave., Meridian Ave. and Alley by Ramona Rd., La Paloma Ave. and\nAlley by Ramona Rd., Pine St. and Atlantic Blvd., Chapel Ave. and Woodward Ave.,\nMarengo Ave. and Shorb St., Benito Ave. and Shorb St., Florentina Ave. and Carlos Ave.\nGarvey Ave. and Carlos Ave., Garvey Ave. and Ramona Rd., and Fremont Ave. and\nOrange St. Additionally, construction may also include some sidewalk in these areas to\nfurther improve access. Funding for this project is available in the CDBG fund balance.\nRecommended Action: City Council authorize the distribution of Request for\nProposals for Professional Engineering Design Services for Plans, Specifications and\nCost Estimate for the 2024 CDBG ADA Ramp Project with proposals due no later than\n12:00 p.m. on August 19, 2024.

NOTICE OF COMPLETION: 2024 EMERGENCY ROOF REPAIR PROJECT – F2M24-\n36, C2M24-14, M2M24-117\nOn March 11, 2024, the City Council ratified the award of contract to Wiltshire Urethane\nFoam Company for the 2024 Emergency Roof Repair Project in the amount of\n$367,992.00. There was one negative change order issued in the amount of $3,000.00,\nresulting in a final cost of $364,992.00. ACCEPTANCE OF GRANT FUNDS AND AUTHORIZATION TO DISTRIBUTE A\nREQUEST FOR PROPOSALS FOR PROFESSIONAL ENGINEERING DESIGN\nSERVICES FOR THE MULTIMODAL IMPROVEMENT PROJECT ON VALLEY\nBOULEVARD – F2M24-55, F2M24-18, F2M22-33, RFP2M24-16, M2M24-119\nOn March 2, 2023, the City received notice of grant funds awarded through\nCongresswoman Judy Chu under Community Project Funding/ Congressional District\nSpending. The grant funds, totaling $1,200,000, are administered by the Department of\nHousing and Urban Development. The scope of work proposed under the grant consists\nof pedestrian, biking, and public transit enhancements. On March 11, 2024, the City’s\nBike and Pedestrian Improvement Plan (Plan) was adopted. This Plan designates Valley\nBoulevard as a priority pedestrian improvement location; accordingly, some of the\nimprovements that have been addressed in the City’s Plan are being incorporated into this\nMultimodal Improvement Project. Specifically, bus shelters, bike parking, curb ramps, and\nhigh visibility crosswalks will be supported under these federal project funds. To advance\nthis Multimodal Improvement Project toward construction, staff is requesting authorization\nto solicit proposals from qualified firms for the engineering and design, including the plans,\nspecifications, and estimates for the Valley Multimodal Improvement Project.\nRecommended Action: City Council accept grant funds in the amount of $1,200,000\nfrom the U.S. Department of Housing and Urban Development (HUD) Fiscal Year 2023\nEconomic Development Initiative— Community Project Funding grant for the Multimodal\nImprovement Project on Valley Boulevard; appropriate expenditures and revenues to\nestablish the project; authorize the City Manager or designee to execute all documents\nrelated to grant implementation; authorize the distribution of a Request for Proposals\n(RFP) for Professional Engineering Design Services for plans, specifications, and cost\nestimates; and, direct staff to undertake the steps necessary to finalize the Council’s\naction. AWARD CONTRACT: REHABILITATION OF THE STORM DRAIN PIPES ON\nCOMMONWEALTH AVENUE AND GRAND AVENUE – F2M24-28, N2M24-29, C2M24-\n47, M2M24-121\nOn February 26, 2024, the City Council approved the distribution of Notice Inviting Bids\nfor the Rehabilitation of the Storm Drain pipes on Commonwealth Avenue and Grand\nAvenue. On May 2, 2024, bids were opened by the City Clerk. Three bids were received,\nwhich ranged from $195,875.00 to $242,275.00. CEM Construction Corp., submitted the\nlowest qualified bid at $195,875.00. Staff reviewed the bid submitted by CEM Construction\nCorp., and found it to be in full compliance and conformance with the project specifications.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nCEM Construction Corp., for the rehabilitation of the storm drain pipes on Commonwealth\nAvenue and Grand Avenue in an amount not to exceed $195,875.00; find the Project\ncategorically exempt from California Environmental Quality Act (CEQA) pursuant to CEQA\nGuidelines Section 15301 (b); and, direct staff to undertake the steps necessary to finalize\nCouncil’s action. AWARD CONTRACT: INTERIOR COATINGS OF TREATMENT VESSELS 204 A AND\n204 B AT THE GROUND WATER TREATMENT PLANT – F2M24-47, N2M24-62,\nC2M24-48, M2M24-122\nOn May 13, 2024, the City Council approved the distribution of Notice Inviting Bids N2M24-\n62 for the Interior Coatings of Water Treatment Vessels 204 A and 204 B at the Ground\nWater Treatment Plant. On June 6, 2024, the City Clerk received and opened three bids\nranging from $107,000 (Commerce Coating Services Corp.) to $137,900 (J. Colon Coating\nServices, Inc.). The lowest bid received was from Commerce Coating Services Corp. was\nrejected due to due an incomplete bid proposal. Unified Field Services Corp. was the\nsecond lowest bid in the amount of $110,600.00. Staff reviewed the bid submitted by\nUnified Field Services Corp. and found it to be in full compliance and conformance with\nthe project specifications.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nUnified Field Services Corp., for the Interior Coatings of Water Treatment Vessels 204 A\nand 204 B at the Ground Water Treatment Plant in an amount not to exceed $110,600.00;\nfind the Project categorically exempt from California Environmental Quality Act (CEQA)\npursuant to CEQA Guidelines Section 15301 (b); and, direct staff to undertake the steps\nnecessary to finalize Council’s action. CONSIDERATION OF AN URGENCY ORDINANCE ENACTED PURSUANT TO\nGOVERNMENT CODE SECTION 65858 EXTENDING A TEMPORARY MORATORIUM\nON THE ISSUANCE OF PERMITS OR ENTITLEMENTS FOR ANY SELF-STORAGE\nPROJECT IN THE CITY – F2M23-7, N2M24-79, O2M24-4832, O2M23-4816, M2M24-111\nAt the July 24, 2023 City Council meeting, the City Council adopted an urgency ordinance\nplacing a temporary moratorium on the issuance of permits or entitlements for any self-\nstorage projects in the City, exempting two specific projects whose entitlements were\nalready being processed by the City (2121 Orange and 1146 South Meridian). On August\n28, 2023, the City Council voted to extend the Moratorium, to be effective until July 22,\n2024. The reasons for the moratorium and its first extension are set forth in Ordinance No.\nO2M23-4816. Staff has prepared regulations governing the establishment of self-storage\nbusinesses and the Planning Commission has made recommendations for some\nmodifications. The Council considered the new regulations on June 24, 2024, made further\nmodifications and introduced the ordinance for first reading. A second reading and\npossible adoption is scheduled for July 22, 2024. If adopted, the new regulations would\ntake effect 40 days later. The current moratorium will expire at the end of July 22, 2024,\nso a further extension is needed before any new regulations will take effect. The extension\nwill last for an additional year, unless the new regulations are adopted, in which case the\nmoratorium will expire on the date the new regulations go into effect. A report detailing the\nintended course of action by staff has been available in the City Clerk’s office since July\n11, 2024.\nRecommended Action: City Council take the following actions:\n1. Conduct a public hearing.\n2. Find that the recommended action is exempt from the California Environmental Quality\nAct ("CEQA") as set forth in the attached Urgency Ordinance (M2M24-111); and,

NOTICE OF COMPLETION: WATER MAIN REPLACEMENT PROJECT ON\nWINTHROP DRIVE, WESTMONT DRIVE, NORWICH AVENUE, AND\nCOMMONWEALTH AVENUE – F2M22-24, C2M22-59, M2M24-123\nOn November 14, 2022, the City Council awarded a contract to Stephen Doreck\nEquipment Rentals Inc, for the Water Main Replacement Project on Winthrop Drive,\nWestmont Drive, Norwich Avenue, and Commonwealth Avenue in the amount of\n$2,054,875.00. There were two authorized change orders during the project. The change\norders were to replace the water main pipe, water service line and street paving on\nWinthrop Avenue (from Norwich Ave. to Concord Ave.), additional concrete work, and also\nincluded various miscellaneous items credited to City. The change order decreased the\ntotal amount of the contract by $36,328.67, for a total project cost of $2,018,547.33. The\nproject has been completed in accordance with the City’s requirements and specifications.\nAs such, it would be appropriate for the City Council to accept the project as complete and\ninstruct the City Clerk that the Notice of Completion be filed with the County of Los Angeles\nRecorder’s Office.\nRecommended Action: City Council accept the work of Stephen Doreck Equipment\nRentals Inc. for the Water Main Replacement Project on Winthrop Drive, Westmont Drive,\nNorwich Avenue, and Commonwealth Avenue as complete in the amount of\n$2,018,547.33; direct the City Clerk to file a Notice of Completion with the County of Los\nAngeles for recordation; instruct the Finance Director to release the five percent retention\n35 days from the date of recordation if no liens are filed; and, direct staff to undertake the\nsteps necessary to finalize Council’s action. NOTICE OF COMPLETION: WATER MAIN REPLACEMENT PROJECT ON\nWESTMINSTER AVENUE, ORANGE GROVE AVENUE & CONCORD AVENUE –\nF2M23-20, C2M23-14, M2M24-124\nOn March 27,2023, the City Council awarded a contract to Dominguez General\nEngineering, Inc., for the Water Main Replacement Project on Westminster Avenue,\nOrange Grove Avenue, and Concord Avenue in the amount of $2,630,000. There was one\nauthorized change order during the project. The change order was to install one fire\nhydrant, two air valves, replacing gate valve, and also included various miscellaneous\nitems credited to City. The change order decreased the total amount of the contract by\n$103,027.58, for a total project cost of $2,526,972.42. The project has been completed in\naccordance with the City’s requirements and specifications. One change order was\nissued resulting in a reduction of $160,036.00 to the original contract making the final cost\n$1,133,024.50. This project has been inspected by staff and all work has been completed\nin accordance with the City’s requirements and specifications. There were two authorized change orders during\nthe project. The change orders involved the installation of an additional 48-inch diameter\nsewer drop manhole on Mission Rd., and also included various miscellaneous items\ncredited to City. The change order decreased the total amount of the contract by\n$17,109.05, for a total project cost of $3,498,470.95. The project has been completed in\naccordance with the City’s requirements and specifications. 25. APPROVE CITY COUNCIL APPOINTMENTS – F2M24-46, M2M24-116\nAt the June 24, 2024 Council meeting, the City Council reorganized – meaning the offices\nof Mayor and Vice Mayor were rotated. RESOLUTION APPROVING THE TRANSFER AGREEMENT BETWEEN THE CITY OF\nALHAMBRA AND THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT FOR\nTHE SAFE CLEAN WATER PROGRAM FUNDS FOR THE MUNICIPAL PROGRAM –\nF2M20-21, R2M24-27, M2M24-129\nPursuant to the Los Angeles Region Safe Clean Water (SCW) Program ordinance\n(Chapter 16 of the Los Angeles County Flood Control District Code) and the SCW\nProgram Implementation Ordinance (Chapter 18 of the Los Angeles County Flood\nControl District Code), the District administers the SCW Program for the purpose of\nfunding projects and programs to increase stormwater and urban runoff capture and\nreduce stormwater and urban runoff pollution in the District. Prior to receipt of SCW\nProgram funds, municipalities must enter into an agreement with the District to transfer\nfunds. The current agreement expired June 30, 2024. The District will disperse the SCW\nProgram payment for the 2024-25 fiscal year within 45 days of the signed executed\nagreement or within 14 days of the District’s receipt of the Annual Plan, whichever comes\nlater. This agreement will expire at the end of the 2028-29 fiscal year. The County of Los\nAngeles Board of Supervisors has approved a standard template agreement for the\ntransfer of SCW Program funds to municipalities. Up to 30% of these funds will be used\nto offset the cost of current stormwater programs. The EDEN system provides several crucial software/database modules, including\ngeneral ledger, accounts payable, payroll, and human resources. EDEN software is\nlicensed to the City from Tyler Technologies, Inc. and is critical to the operations of the\nFinance Department. Tyler Technologies, Inc. is the sole provider of software licenses,\nuser support, software updates, and version upgrades for the EDEN product. Pursuant to\nAlhambra Municipal Code 3.36.080 (B)(2), the purchase method may be dispensed when\nthe equipment can only be obtained from one source (sole source). Staff is recommending\nan award of contract to Tyler Technologies, Inc. CONTRACT AMENDMENT: ARCHITECTURAL SERVICES FOR THE ALHAMBRA\nCOMMUNITY CENTER – F2M22-65, C2M23-66, M2M24-132\nOn July 24, 2023, the City Council authorized an agreement with KFA LLP to provide\nprofessional architecture services for the design and development of the Alhambra\nCommunity Center. At the March 25, 2024 City Council meeting, the scope and direction\nof the Alhambra Community Center was revised to include the adaptive reuse of the\nexisting Shorb Street medical clinic’s western wing and for the architect to develop\nconstruction documents for 8,000, 12,000 and 16,000 square foot new adjacent facilities.\nThe terms of KFA’s original contract are such that the fee for services may not exceed\n$1,464,625. A first amendment to the contract must be approved and executed to allow\nthe payment of an additional $145,000 for added scope and tasks not defined or directed\nwhen the initial contract was approved. (“Moratorium”). On October 23, 2023, the City Council voted\nto extend the Moratorium, to be effective until September 24, 2024. The reasons for the\nmoratorium and its first extension are set forth in Ordinance No. O2M23-4818. Staff\ncontinues to work on permanent regulations, and has been monitoring legislation and\npending litigation as to the enforceability of potential regulations. Staff anticipates bringing\nforward a buffer ordinance that would limit the establishment of new retail firearm sales\nbusinesses in areas near sensitive uses. In the meantime, given the duration of the\nmoratorium, staff is also recommending that the moratorium not apply to the relocation of\nexisting businesses within the City, provided that any such business is not proposing to\nexpand its business. The current moratorium will expire at the end of September 24, 2024.\nThe extension will last for an additional year until and through July 22, 2025, unless new\nregulations are adopted. A report detailing the intended course of action by staff has been\navailable in the City Clerk’s office since July 11, 2024.\nRecommended Action: City Council take the following actions:\n1. 30. APPROVAL TO AMEND CONTRACT K2M23-345 FOR ELECTRICAL SERVICES –\nF2M24-16, K2M23-345, M2M24-133\nOn July 19, 2023, the City entered into an agreement with J.G. Mendoza Electric Inc. for\nprofessional electrical services to be conducted throughout park facilities. The scope of\nwork included electrical services to maintain and repair electrical components throughout\nthe Parks, Almansor Court, and the Golf Course. The initial terms of contract K2M23-345\n16\n7-22-24\nwere such that services could not exceed $38,710. A first amendment to the contract was\nexecuted in order to allow a $10,000 payment for additional tasks not originally scheduled.\nThe contract has now reached the $48,710 limit. An additional $38,000 is needed because\nthe scope of work expanded and includes installation of LED lighting at the Golf Course\ncart barn, electrical panel upgrade at the golf course and updated LED lighting in all parks\nthat were not originally scheduled. Additionally, more parts and materials are needed.\nDespite the adjustments, no additional budget is necessary because sufficient funding is\navailable to accommodate the Second Amendment. This amendment brings the new total\ncontract amount to $86,710.\nRecommended Action: City Council approve a contract amendment, subject to final\nlanguage approval by the City Manager and City Attorney, by and between the City of\nAlhambra and J.G. 32. 2024 STRATEGIC PLAN UPDATE – F2M24-33\nOn April 8, 2024, the City Council approved the 2024 Strategic Plan following two special\nCity Council meetings that were conducted to review and update the goals and objectives\nthat were previously established in the 2023 Strategic Plan. The 2024 Strategic Plan\ncontains six Goals, defined: Goal 1: Enhance Public Safety; Goal 2: Improve Infrastructure\n17\n7-22-24\nand Mobility; Goal 3: Create a Strong Financial Base and Strong Economic Base\n(Economic Development); Goal 4: Enhance Transparency and Open Governance; Goal\n5: Promote Sustainability; and, Goal 6: Improve Housing Opportunities. AUTHORIZE SITE HOST AGREEMENT WITH EV CHARGING SOLUTIONS, INC., FOR\nNEW ELECTRIC VEHICLE CHARGING STATIONS AT CITY-OWNED LOCATIONS\nAND FACILITIES – F2M24-56, M2M24-135\nIn May 2023, staff identified an opportunity to participate in a regional grant application\nsubmitted by the City of Palmdale and The Energy Coalition (TEC) for the Charging and\nFueling Infrastructure (CFI) grant program funded by the U.S. Department of\nTransportation. Staff identified and submitted potential City-owned locations including\nparks where (24) publicly accessible Level-2 electric vehicle (EV) charging stations could\nbe installed with no material costs to the City. In January 2024, staff was notified by the\nCity of Palmdale and The Energy Coalition that the application was selected for funding\nunder the CFI program. TEC identified Electric Vehicle Charging Solutions, Inc. (EVCS)\nas the contractor for the CFI grant project. EVCS was one of the few selected vendors for\nthe PPU program. TEC selected EVCS through a competitive and transparent process,\nconsistent with Alhambra's procurement requirements per Alhambra Municipal Code\nsection 3.36.080(B)(3). As a precondition for participation in the CFI grant project, the City\nof Alhambra must enter into a Site Host Agreement with EVCS for the installation,\noperation and maintenance of the EV charging stations. EVCS will be responsible for all\nmaterial and labor costs associated with design, construction, maintenance, and operation\nof EV charging stations units, including electricity costs. Additionally, the agreement will\ngenerate revenue for the City at a rate of $0.05/kilowatt hour.\nRecommended Action: City Council accept participation in a grant for Level 2\nelectric vehicle charging stations at specific City-owned locations and facilities;\nauthorize the City Manager, or designee, to execute a Site Host Agreement with EV\nCharging Solutions, Inc., to design and implement the EV charging stations; and, direct\nstaff to undertake the steps necessary to finalize the Council’s action. The project is\nrequesting a General Plan Map Amendment to change the General Plan land use\nclassification from Industrial to General Commercial, and a Zoning Map Amendment to\nchange the Zoning classification from I (Industrial) to CMU (Commercial Mixed-Use) to\nfacilitate the proposed development. Additionally, the project is requesting approval of\napplications for Planned Development Permits, Conditional Use Permits, and a Tentative\nParcel Map. A Mitigated Negative Declaration (MND) as well as a Mitigation Monitoring\nand Reporting Program (MMRP) have been prepared for the project. Due to the project’s\nrequirement for a Zoning Map Amendment and General Plan Map Amendment, the City\nCouncil is the final decision-making body for all of the project’s associated\napplications and environmental documents. On June 3, 2024, the Planning Commission\nvoted 5-1 to adopt Resolution No. 24-11 recommending the City Council approve the\nproposed project’s applications along with the Mitigated Negative Declaration (MND) and\nMitigation Monitoring and Reporting Program (MMRP) prepared for the project. An in-\ndepth description and analysis of each application associated with the proposed project\nwas provided in the Planning Commission Staff Report from June 3, 2024 (Attachment 6\nof staff’s July 22, 2024 report). The City Council is now being asked to consider final\napproval of the various applications outlined in the title of this agenda item. As part of the\nconsideration of the project applications, the City Council will also consider the specific\nrecommendations provided by the Planning Commission. The Planning Commission\nincorporated five (5) additional conditions of approval related to the re-zoning of adjacent\nproperties and modifications to the site design. Finally, pursuant to the California\nEnvironmental Quality Act (CEQA), an Initial Study and Mitigated Negative Declaration\nwas prepared for the project. The findings of the Initial Study are that the proposed project\nwould result in less than significant impacts with the incorporation of mitigation measures.\nThe specific mitigation measures are discussed in detail in the Initial Study – Mitigated\nNegative Declaration (Attachment 4, Exhibit C of staff’s July 22, 2024 report) and in the\nMitigation Monitoring and Reporting Program (Attachment 4, Exhibit D of staff’s July 22,\n2024 report).\nRecommended Action: City Council:\n1. 44. SECOND READING AND ADOPTION OF ORDINANCE NO. O2M24-4831 APPROVING\nZONING TEXT AMENDMENT AMD-24-01 MAKING GENERAL CLARIFYING\nUPDATES TO THE CITY’S ZONING CODE AND DETERMINE THIS ACTION IS\nEXEMPT FROM CEQA – F2M20-24, O2M24-4831\nAfter receiving staff’s presentation and public testimony at the June 24, 2024 public\nhearing, the City Council deliberated and determined which of the Planning Commission’s\nrecommendations to include and gave first reading to Ordinance No. O2M24-4831\napproving a Zone Text Amendment amending various sections of the Alhambra Municipal\nCode on zoning, as well as adding new sections, to address new State legislation and\nclarify ambiguous provisions as well as correct typographical and formatting errors and\nmodify use allowances. At its February 26, 2024 meeting, the City Council adopted\nOrdinance No. O2M24-4828, which proposed minor changes to the AMC to reflect current\npractices, clarify confusing parts of the AMC, and bring outdated sections into compliance\nwith State law. This ordinance is brought separately from Ordinance No. O2M24-4828\nbecause it proposes changes to the City’s Zoning Code, which requires review by the\nCity’s Planning Commission. This proposed clean-up addresses items that were identified\nin the lead-up to and shortly after the January 22, 2024 adoption and March 2, 2024\nimplementation of the comprehensive Zoning Code update, including addressing new\nState legislation, eliminating inconsistencies, and creating greater clarity in implementing\nthe new Zoning Code. The various items being addressed in this Municipal Code clean-\nup fall within two (2) broad categories: 1.) proposed amendments and 2.) proposed\nadditions. All of the proposed amendments and additions have been reviewed for\nconsistency with the City’s General Plan, as required by AMC Section 23.33.080 (General\nPlan Consistency Required for Zoning Amendments).\nThe City reviewed the environmental impacts of the proposed ordinance under the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”)\nand the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq.,\nthe “CEQA Guidelines”). This Ordinance is not subject to further review environmental\nreview because: (1) it will not result in a direct or reasonably foreseeable indirect physical\nchange in the environment (14 Cal. Code Regs. § 15060(c)(2); (2) there is no possibility\nthat this Ordinance will have a significant effect on the environment (14 Cal. Code Regs.\n§ 15061(b)(3)); and (3) the Ordinance, by itself, do not constitute a “project” as defined in\nsection 21065 of the Public Resources Code and the CEQA Guidelines (14 Cal. Code\nRegs. § 15378). It can be seen with certainty that there is no possibility that this Ordinance\nmay have a significant effect on the environment. APPROVAL OF UTILITY BOX PUBLIC ART AT THE SOUTHWEST CORNER OF\nWEST MAIN AND SOUTH FIRST STREETS – F2M24-16, M2M24-112\nThe Alhambra Central Business District Association and City staff worked with local\nbusiness Nucleus Gallery to develop a public art opportunity at a utility box in the\nDowntown. The purpose of the public art is foster community pride and reflect the\nAlhambra Community. The public art will also be appropriate for the entire community to\nview and complement adjacent buildings and businesses. A utility box at the southwest\ncorner of West Main and South First Streets was identified as a location for the public art\nproject. This utility box is owned by the City and will add public art to the Downtown street\nintersection. The Arts & Cultural Events Commission reviewed the proposed artwork at\ntheir May 15, 2024 meeting and they supported the project and provided positive input on\nthe design and composition.\nRecommended Action: City Council approve the utility box public art at the\nsouthwest corner of West Main and South First Streets; appropriate funds in the amount\nof $800 from the Public Art Fund; and, direct staff to undertake the steps necessary to\nfinalize Council’s action. DECISION APPROVAL AND NOTICE INVITING BIDS FOR THE PURCHASE OF\nALHAMBRA PLACEMAKING SIGNAGE – F2M24-51, F2M24-33, N2M24-89, M2M24-\n114\nAs part of the adopted 2024 Strategic Plan, staff has worked with the Arts & Cultural\nEvents Commission to discuss “Place Making Centers” throughout the City. Staff is\nrecommending placement at three park locations. The suggested locations are Granada\nPark, Alhambra Park, and Almansor Park. On June 19, 2024, the Arts & Cultural Events\nCommission approved the “Alhambra” placemaking signs to be a part of a photo\nopportunity campaign throughout the City. These signs will be created to inspire residents\nand visitors to visit various Alhambra sites. People will be encouraged to snap a picture\nand post it on social media, enjoy a picnic, or take in the views. The signs are\napproximately 16 feet long by 8 feet tall. Specifications and bid documentation have been\ncompleted for the Alhambra Placemaking Sign Project.\nRecommended Action: City Council approve the design concept; authorize the\ncirculation of a Notice Inviting Bids to purchase three Alhambra Placemaking signs; and,\ndirect staff to undertake the steps necessary to finalize the Council’s action. APPOINTMENTS TO THE 710 TERMINUS REGIONAL PLANNING TASK FORCE PER\nSB 710 (DURAZO) – F2M23-19, M2M24-118\nOn June 26, 2024, the City received notice of Caltrans and Senator Durazo’s intent to kick\noff the 710 Terminus Regional Planning Task Force. Pursuant to SB 710 (Durazo), the bill\nrequires the establishment of a Task Force for the purposes of completing a report to the\nCalifornia Legislature on the issues of traffic and potential land use related to the State\nRoute 710 Terminus adjacent areas, as defined. The Task Force, which includes\nrepresentatives from Alhambra, Los Angeles (90032), the County of Los Angeles, Cal\nState University Los Angeles, Los Angeles County Metropolitan Transportation Authority,\na business or workforce entity, a community-based organization, and Caltrans, shall meet\non a quarterly basis. By December 1, 2025, the Task Force shall complete and submit a\nreport to the Legislature, and provide an update on Alhambra’s 710 Arterial Project. As\npart of the process, community engagement is expected. Based on Alhambra’s overall\nhistory and interests in relation to the 710 Terminus including the City’s proposal for an\narterial conversion, staff is recommending the Council select one Councilmember and one\nCity staff member to sit on this committee.\nRecommended Action: City Council approve the selection of one Councilmember\nand one City staff member to represent the City of Alhambra on the 710 Terminus\nRegional Planning Task Force per SB 710; and, direct staff as deemed appropriate.\n(M2M24-118)

ACCEPTANCE OF GRANT FUNDS FROM THE SAN GABRIEL VALLEY COUNCIL OF\nGOVERNMENTS (SGVCOG) FOR HOMELESS SERVICES – F2M24-18, M2M24-113\nThe SGVCOG entered into a contract with the County of Los Angeles for Measure H\nfunding for homeless services in support of the County’s Homeless Initiative (HI) strategies\nto combat homelessness in the San Gabriel Valley. The SGVCOG Board recently\nallocated $60,000 for FY 2024-2025 from Measure H funds to support Alhambra’s needs,\nincluding supplementing existing homelessness programs, outreach, and services to\nhard-to-reach populations. On October 9, 2023, the City Council accepted funds and\nauthorized a Memorandum of Agreement (MOA) between the City and the SGVCOG to\nset the terms of ongoing collaboration with respect to addressing homelessness in\nAlhambra. This first Amendment to the MOA extends the term to June 30, 2025, and\nprovides for the $60,000 allocated to be used for continued outreach in FY 2024-25.\nRecommended Action: City Council authorize an Amendment to the Memorandum\nof Agreement with the San Gabriel Valley Council of Governments Grant in the amount of\n$60,000 for homeless outreach, housing navigator and case management services and\nemergency housing/shelter placement; authorize the City Manager to sign the\nAmendment to the Memorandum of Agreement; appropriate grant revenue and\nexpenditure funds in the amount of $60,000; and, direct staff to undertake the steps\nnecessary to finalize Council’s action.
