14. AUHORIZE RFP: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR\nPEDESTRIAN IMPROVEMENTS – F2M24-53, F2M22-33, RFP2M24-14\nOn March 11, 2024, the City Council adopted the City’s Bicycle and Pedestrian\nImprovement Plan (Plan), which specified the prioritization of eight pedestrian\nimprovement locations and various bicycle infrastructure improvements. To advance the\nCity’s pedestrian priorities, and to expedite the City’s projects as shovel ready as funding\nagreements become available, staff is requesting authorization to solicit proposals from\nqualified firms for the engineering and design, including the plans, specifications, and\nestimates for the Plan’s eight priority pedestrian improvement locations. The pedestrian\nlocations consist of: West Main Street and Poplar; Main Street Auto Row; Downtown Main\nStreet; East Main Street and Chapel Avenue; Commonwealth Avenue; Fremont Avenue;\nValley Boulevard; and South Alhambra. It is anticipated the City will be approved to utilize\n$14.4 million from Measure R funds for the installation of these improvements in Fiscal\nYear 2024-25.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals (RFP) for Professional Engineering Design Services for plans, specifications,\nand cost estimates for the City’s priority pedestrian improvement projects under the City’s\nBicycle and Pedestrian Improvement Plan; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action.
