37. RESOLUTION APPROVING A LETTER OF AGREEMENT AMENDING THE\nCOMPREHENSIVE MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE\nCITY AND THE ALHAMBRA POLICE DISPATCHERS’ ASSOCIATION (FORMERLY\nKNOW AS THE ALHAMBRA POLICE DISPATCH ASSOCIATION) – F2M24-2, R2M24-\n32, M2M24-138\nPreviously, the City Council approved a MOU between the City and the Alhambra\nAlhambra Police Dispatchers’ Association (APDA). The MOU is not set to expire until\nJune 30, 2026. On July 16, 2024, APDA approached City representatives and proposed\nand requested compensation and benefit enhancements to the existing MOU. In order to\nretain and/or attract a high-quality workforce in this highly competitive climate, staff\nrecommends approval of the proposed enhancements as outlined in the July 22, 2024\nreport of the Director of Human Resources & Risk Management. These enhancements\nare in alignment with the City Council’s goals and priorities as it pertains to retaining and\nrecruiting quality public safety personnel and first responders. Upon City Council approval,\nthe new compensation increases for AFA members would become effective the pay period\nbeginning July 18, 2024 and the increased Flex Health Plan contributions would begin in\nAugust 2024.\nRecommended Action: City Council take the following actions: 1) Adopt Resolution\nNo. R2M24-32 entitled: A Resolution of the Alhambra City Council approving a Letter of\nAgreement amending the Comprehensive Memorandum of Understanding between the\nCity of Alhambra and the Alhambra Police Dispatchers’ Association; 2) Direct the\nFinance Director to make necessary budget adjustments with the Fiscal Year 2023-2025\nAdopted Budget to fund the compensation and benefit enhancements for these\nemployees; and, 3) Direct staff to undertake the steps necessary to finalize Council’s\naction.
