39. RESOLUTION APPROVING A REVISED AND UPDATED COMPREHENSIVE\nMEMORANDUM OF UNDERSTANDING (MOU) WITH THE ALHAMBRA POLICE\nOFFICERS’ ASSOCIATION, SUPERSEDING RESOLUTION NO. R2M21-29 AND\nAPPROVING REVISED AND UPDATED CLASS SPECIFICATIONS FOR POLICE\nOFFICER, POLICE CORPORAL AND POLICE SERGEANT – F2M24-2, R2M24-29,\nC87-16C\nThe City Council previously adopted the comprehensive MOU with the APOA in 2020 and\na modification to the comprehensive MOU in 2021. Since then, City representatives and\nAPOA members have met and conferred over various updates, revisions and clarifications\nto MOU language that has been memorialized and approved by the City Council in the\nform of first, second and third Side Letters of Agreement with the APOA. The\ncomprehensive MOU presented and outlined in the July 22, 2024 report by the Director of\nHuman Resources & Risk Management memorializes the consolidation of all previously\napproved and agreed upon updates, revisions and clarifications. Additionally, City\nrepresentatives presented revised and updated class specifications which includes\nmandated legal updates required of the job requirements for Police Officer, Police\nCorporal and Police Sergeant and the City and APOA have mutually agreed upon the\nclass specifications and mutually agreed upon the updated comprehensive MOU and all\nwages, hours, benefits and other terms and conditions of employment presently\nrepresented in the comprehensive MOU remaining in full force and effect. A resolution\napproving the revisions and updates memorializing the new language in the\ncomprehensive MOU and class specifications for Police Officer, Police Corporal and\nPolice Sergeant is required.\nRecommended Action: City Council adopt Resolution No. R2M24-29 entitled: A\nResolution of the Alhambra City Council approving a revised and updated Comprehensive\nMemorandum of Understanding with the Alhambra Police Officers’ Association,\nsuperseding Resolution No. R2M21-29 and approving revised and updated Class\nSpecifications for Police Officer, Police Corporal and Police Sergeant; and, direct staff to\nundertake the steps necessary to finalize Council’s action.
