18. AWARD CONTRACT: REHABILITATION OF THE STORM DRAIN PIPES ON\nCOMMONWEALTH AVENUE AND GRAND AVENUE – F2M24-28, N2M24-29, C2M24-\n47, M2M24-121\nOn February 26, 2024, the City Council approved the distribution of Notice Inviting Bids\nfor the Rehabilitation of the Storm Drain pipes on Commonwealth Avenue and Grand\nAvenue. On May 2, 2024, bids were opened by the City Clerk. Three bids were received,\nwhich ranged from $195,875.00 to $242,275.00. CEM Construction Corp., submitted the\nlowest qualified bid at $195,875.00. Staff reviewed the bid submitted by CEM Construction\nCorp., and found it to be in full compliance and conformance with the project specifications.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nCEM Construction Corp., for the rehabilitation of the storm drain pipes on Commonwealth\nAvenue and Grand Avenue in an amount not to exceed $195,875.00; find the Project\ncategorically exempt from California Environmental Quality Act (CEQA) pursuant to CEQA\nGuidelines Section 15301 (b); and, direct staff to undertake the steps necessary to finalize\nCouncil’s action.
