17. ACCEPTANCE OF GRANT FUNDS AND AUTHORIZATION TO DISTRIBUTE A\nREQUEST FOR PROPOSALS FOR PROFESSIONAL ENGINEERING DESIGN\nSERVICES FOR THE MULTIMODAL IMPROVEMENT PROJECT ON VALLEY\nBOULEVARD – F2M24-55, F2M24-18, F2M22-33, RFP2M24-16, M2M24-119\nOn March 2, 2023, the City received notice of grant funds awarded through\nCongresswoman Judy Chu under Community Project Funding/ Congressional District\nSpending. The grant funds, totaling $1,200,000, are administered by the Department of\nHousing and Urban Development. The scope of work proposed under the grant consists\nof pedestrian, biking, and public transit enhancements. On March 11, 2024, the City’s\nBike and Pedestrian Improvement Plan (Plan) was adopted. This Plan designates Valley\nBoulevard as a priority pedestrian improvement location; accordingly, some of the\nimprovements that have been addressed in the City’s Plan are being incorporated into this\nMultimodal Improvement Project. Specifically, bus shelters, bike parking, curb ramps, and\nhigh visibility crosswalks will be supported under these federal project funds. To advance\nthis Multimodal Improvement Project toward construction, staff is requesting authorization\nto solicit proposals from qualified firms for the engineering and design, including the plans,\nspecifications, and estimates for the Valley Multimodal Improvement Project.\nRecommended Action: City Council accept grant funds in the amount of $1,200,000\nfrom the U.S. Department of Housing and Urban Development (HUD) Fiscal Year 2023\nEconomic Development Initiative— Community Project Funding grant for the Multimodal\nImprovement Project on Valley Boulevard; appropriate expenditures and revenues to\nestablish the project; authorize the City Manager or designee to execute all documents\nrelated to grant implementation; authorize the distribution of a Request for Proposals\n(RFP) for Professional Engineering Design Services for plans, specifications, and cost\nestimates; and, direct staff to undertake the steps necessary to finalize the Council’s\naction.
