33. AUTHORIZE SITE HOST AGREEMENT WITH EV CHARGING SOLUTIONS, INC., FOR\nNEW ELECTRIC VEHICLE CHARGING STATIONS AT CITY-OWNED LOCATIONS\nAND FACILITIES – F2M24-56, M2M24-135\nIn May 2023, staff identified an opportunity to participate in a regional grant application\nsubmitted by the City of Palmdale and The Energy Coalition (TEC) for the Charging and\nFueling Infrastructure (CFI) grant program funded by the U.S. Department of\nTransportation. Staff identified and submitted potential City-owned locations including\nparks where (24) publicly accessible Level-2 electric vehicle (EV) charging stations could\nbe installed with no material costs to the City. In January 2024, staff was notified by the\nCity of Palmdale and The Energy Coalition that the application was selected for funding\nunder the CFI program. TEC identified Electric Vehicle Charging Solutions, Inc. (EVCS)\nas the contractor for the CFI grant project. EVCS was one of the few selected vendors for\nthe PPU program. TEC selected EVCS through a competitive and transparent process,\nconsistent with Alhambra's procurement requirements per Alhambra Municipal Code\nsection 3.36.080(B)(3). As a precondition for participation in the CFI grant project, the City\nof Alhambra must enter into a Site Host Agreement with EVCS for the installation,\noperation and maintenance of the EV charging stations. EVCS will be responsible for all\nmaterial and labor costs associated with design, construction, maintenance, and operation\nof EV charging stations units, including electricity costs. Additionally, the agreement will\ngenerate revenue for the City at a rate of $0.05/kilowatt hour.\nRecommended Action: City Council accept participation in a grant for Level 2\nelectric vehicle charging stations at specific City-owned locations and facilities;\nauthorize the City Manager, or designee, to execute a Site Host Agreement with EV\nCharging Solutions, Inc., to design and implement the EV charging stations; and, direct\nstaff to undertake the steps necessary to finalize the Council’s action.
