20. NOTICE OF COMPLETION: WATER MAIN REPLACEMENT PROJECT ON\nWINTHROP DRIVE, WESTMONT DRIVE, NORWICH AVENUE, AND\nCOMMONWEALTH AVENUE – F2M22-24, C2M22-59, M2M24-123\nOn November 14, 2022, the City Council awarded a contract to Stephen Doreck\nEquipment Rentals Inc, for the Water Main Replacement Project on Winthrop Drive,\nWestmont Drive, Norwich Avenue, and Commonwealth Avenue in the amount of\n$2,054,875.00. There were two authorized change orders during the project. The change\norders were to replace the water main pipe, water service line and street paving on\nWinthrop Avenue (from Norwich Ave. to Concord Ave.), additional concrete work, and also\nincluded various miscellaneous items credited to City. The change order decreased the\ntotal amount of the contract by $36,328.67, for a total project cost of $2,018,547.33. The\nproject has been completed in accordance with the City’s requirements and specifications.\nAs such, it would be appropriate for the City Council to accept the project as complete and\ninstruct the City Clerk that the Notice of Completion be filed with the County of Los Angeles\nRecorder’s Office.\nRecommended Action: City Council accept the work of Stephen Doreck Equipment\nRentals Inc. for the Water Main Replacement Project on Winthrop Drive, Westmont Drive,\nNorwich Avenue, and Commonwealth Avenue as complete in the amount of\n$2,018,547.33; direct the City Clerk to file a Notice of Completion with the County of Los\nAngeles for recordation; instruct the Finance Director to release the five percent retention\n35 days from the date of recordation if no liens are filed; and, direct staff to undertake the\nsteps necessary to finalize Council’s action.
